If you want to transport animals as a transport company, you need a license from the competent authority. You can find out more here.
The regulations on the protection of animals during transportation apply to the transportation of animals. If you transport animals over a distance of more than 65 kilometers, you must be licensed. In addition, all persons involved in the transportation of animals in your company must be in possession of a certificate of competence issued by the authorities. These requirements may also apply to the transportation of animals as part of an agricultural or part-time activity. Further requirements must be met for transports over 8 hours.

- Business registration
- A valid national permit in accordance with § 3 of the Road Haulage Act (GüKG) or a Community license (EU license) in accordance with Regulation (EC) 1072/2009
- Copies of the driver's and supervisor's certificates of competence
- Certificate of good conduct (document type O)
- Extract from the central trade register
- If applicable, declaration that the applicant or representative has not committed any serious breaches of Community and/or national animal welfare legislation in the last three years,
- If applicable, declaration that the applicant or representative has not applied for approval from any other competent authority in Germany or a Member State.
According to ViehVerkV:
- Proof of a suitable place for washing and a suitable disinfection facility for transport vehicles.
- Proof of facilities for cleaning and disinfecting hands and footwear
- Submission of a plan for the cleaning and disinfection of transport vehicles and stables.
For long journeys:
- Proof of sufficient and suitable personnel and of sufficient and appropriate equipment and procedures to comply with Regulation (EC) No. 1/2005 and the associated guidelines
- Valid proof of approval in accordance with Art. 18 Para. 2 of Regulation (EC) No. 1/2005 for all means of road transport to be used for long journeys
- Proof of the use of navigation systems (from 01.01.2007 for means of road transport used for the first time, from 01.01.2009 for all means of road transport)
- Emergency plans that come into effect in urgent cases
- If applicable, declaration that the applicant or representative has not committed any serious breaches of Community and/or national animal welfare legislation in the last three years
- If applicable, declaration that the applicant or representative has not applied for authorization from any other competent authority in Germany or a Member State
- The applicant company must be established in a Member State or, if it is an applicant company from a third country, it must have a representative in the Member State
- The applicant company must have sufficiently trained personnel, i.e. personnel with certificates of competence in accordance with Article 17 (2) of the Regulation, as well as sufficient and appropriate equipment to carry out the transport operations
- The applicant or a representative must not have committed any serious infringements of Community or national animal welfare legislation for a period of 3 years prior to the application
- You fill in the application form and confirm your reliability
- You enclose the relevant supporting documents
- The competent authority checks your details and evidence; an on-site appointment may be necessary
Once you have submitted all the documents in full, the responsible office will process them promptly.
The license must be obtained before starting work. The license is limited to a maximum of five years.
