Upon request, the calibration authorities of the Länder may grant private companies the authority to calibrate measuring instruments for gas, water, heat and electricity for the utilities industry in accordance with the Weights and Measures Act and the Calibration Ordinance.
For this purpose, the company must provide and maintain test rooms, test benches and senior test laboratory personnel in accordance with the calibration regulations.
In the recognition procedure, the competent calibration authority checks compliance with the requirements. With a certificate of recognition and a final operating permit, as well as after public appointment and commitment of the chief inspection laboratory personnel, the inspection body is authorised to carry out calibrations and diagnostic tests.

The following documents must be submitted for the head of the inspection centre and deputy:

- CV - proof of relevant professional experience through appropriate activity records

- Proof of suitable test rooms, room occupancy plans (§ 47 Calibration Regulations)
- Proof of suitable test facilities and standard equipment recognised by PTB, submission of a list of standard equipment (§ 47 Calibration Regulations)

- Proof that the body responsible for the inspection body is entered in the commercial register
- Proof that he can compensate for damage due to his liability for breaches of official duty by the inspection centre personnel

The testing laboratory must have suitable test rooms, recognised testing equipment and competent personnel in accordance with § 53 of the Weights and Measures Ordinance.
In accordance with the Calibration Costs Ordinance, the following costs are charged:
- Recognition costs depending on the expected scope of testing per year, approx. 1.800,00 Euro - 4.200,00 Euro
- For the appointment and commitment of the chief inspection staff: 87,00 Euro per person
- For continuous monitoring depending on the number of tested measuring instruments 1.500,00 Euro - 5.700,00 Euro per year
