If you wish to place forest reproductive material such as seed on the market, you must first approve the basic material for its production, e.g. harvested stands.
Before you can place forest reproductive material (seed, plant parts or planting stock) on the market, the basic material for its production must be approved. This can be harvest stands, seed orchards, several trees as family parents, clones or clone mixtures (approval unit).
Forest reproductive material is divided into different categories:
- Harvested stands in the "Selected" category,
- seed orchards in the "Qualified" category and
- Harvested stands, seed orchards, family parents, clones and clonal mixtures in the "Tested" category
There are two ways to apply for approval:
- Online: You use the Erntezulassungsregister-Hessen
- In writing: You submit an informal application to your responsible regional council (regional office under the Forest Reproductive Material Act)
You can apply for the approval of basic material for the production of forest reproductive material online or in writing. If you are a forest owner or manager of forest property and wish to apply for approval online:
- Visit the Erntezulassungsregister-Hessen website below and apply for a user account
- To do so, you must provide personal and company details and state the reason for the application.
- Once you have been allocated a user account, you can apply for a new registration on the website.
- The responsible regional council (Landesstelle) will then check your entries, coordinate the inspection rounds (on-site assessment of the stocks) and finally decide on the approval.
- The federal states inform the Federal Agency for Agriculture and Food of the register entries and the respective changes.
- The Federal Agency compiles a list of the approval units as a summary of the register.
- The above-mentioned fees are charged for the approval including entry in the register as well as for the revocation, amendment of the approval or subsequent connection of the approval with ancillary provisions.
If you, as a forest owner or manager of forest property, wish to apply for approval in writing:
- Submit an informal application to your responsible regional council (Landesstelle). The responsible forestry office can provide support as the lower forestry authority.
- The regional office will then check your application and coordinate the inspection rounds (on-site assessment of the stands). The approved stands are entered in a harvest approval register by the regional office.
- The remaining steps of the procedure are the same as the online procedure.
The processing time can vary depending on when the application is submitted, e.g. in the case of hardwood stands, an assessment of vitality is only possible when foliage is present. Other factors include the size and location of the stands and therefore the time required by the regional offices.
