In a central information system, the old land file, the Hessian state administration collects, among other things, data on former operating areas (old sites) and disused landfills (old deposits) as well as other selective soil contamination (so-called harmful soil changes).
Areas where there are concrete indications of contamination are marked as suspected contaminated sites or suspected areas. If the damage is so serious that remediation is necessary, the area is listed as contaminated site or harmful soil change.
When purchasing a property, in the case of a conversion or a new building, it is advisable to obtain information about suspected or already known pollutant loads from the old area file in good time.
The data of the old land file is environmental information within the meaning of the Hessian Environmental Information Act, so that in principle there is a right to inspection and information. Access to environmental information is limited by the exclusions regulated in §§ 7 and 8 of the Hessian Environmental Information Act.
