Under certain conditions, severely disabled people are allowed to park in places where this is usually not allowed. Authorized persons can also use the parking facilities as a passenger, a separate driving license is not required.
Proof of eligibility is the parking permit in connection with the written exemption, which explains and limits the individual exceptions.
Note: The parking permit must be clearly visible behind the windscreen of the parked car, the exemption must always be carried.
"Blue parking card" (EU-wide)
The "Parking permit for severely disabled persons with exceptional walking disabilities, blind and severely disabled persons with bilateral amelia or phocomelia or with comparable functional limitations" on a blue background is issued as a European parking card. It entitles the holder to park in parking spaces for severely disabled persons (wheelchair user symbol) in all EU Member States and enables further facilitations such as:
• up to 3 hours parking with limited stopping ban (signs 286, 290 StVO)
• under certain conditions, parking in traffic-calmed areas
• up to 3 hours parking in residents' parking lots
"Orange parking permit" (nationwide)
With the orange "parking permit for special groups of severely disabled people", parking facilitations such as the above examples also apply nationwide.
Attention: This pass does not entitle you to park in disabled parking spaces (wheelchair user symbol)

- Severely disabled person's pass or proof that the requirements are met
- for the "blue parking card": a photograph (more recent photograph, without headgear, dimensions: 35 x 45 mm)
- for authorised representatives: written power of attorney and identity card of the applicant (also in certified copy)
Authorized groups of persons
Parking permit "Blue"
- severely disabled people with an extraordinary walking disability (Merkzeichen aG)
- blind people (mark Bl)
- severely disabled persons with bilateral amelia or phocomelia or with comparable functional limitations (whereby the time limits that require the parking disc to be operated do not apply)
Parking permit "Orange"
- severely disabled persons with the marks G and B and
- a degree of disability (GdB) of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk) and
- simultaneously a GdB of at least 50 for functional disorders of the heart or respiratory organs
- severely disabled people suffering from Crohn's disease or ulcerative colitis, if there is a GdB of at least 60
- severely disabled people with an artificial anus and at the same time artificial urinary diversion, if there is a GdB of at least 70
As the person concerned or authorised representative, you must apply for a parking permit in writing. The competent authorities usually keep forms available for simplicity.
Parking permit "Blue":
As a rule, you can take the parking permit with you immediately or receive the ID card promptly. The permanent exemptions are valid for a maximum of 5 years.
Parking permit "Orange":
Short time delay, because the pension administration is asked to provide information within the framework of administrative assistance as to whether the applicant belongs to the entitled group of persons.
