The person entered in the registration certificate part II (vehicle registration document) is the keeper of the corresponding vehicle. The keeper is the person who uses the vehicle for their own account, i.e. pays the costs and can actually dispose of the vehicle. In many cases, this is not the owner of the vehicle. The registration certificate part II is therefore not proof of ownership, but ultimately only facilitates the registration processes, as it is assumed that the person holding the registration certificate part II is authorized to dispose of the vehicle.
In Germany, the registration certificate part II consists of a document printed on one side on forgery-proof special paper in the format 21 × 30.48 cm (formatted 21 × 29.7 cm).
For data protection reasons, the previous owners (keepers) of a vehicle can no longer be traced by name, with the exception of the last previous keeper (in contrast to the old vehicle registration document). Only the date of the first registration and the number of previous owners are entered. From the third keeper of the vehicle onwards, a new registration certificate part II must be issued in connection with the registration for the entry of every other new keeper (i.e. the fifth, seventh etc.).
There is no general obligation to exchange the old vehicle registration certificate for the new registration certificate Part II. It is automatically exchanged
- if a new vehicle registration document has to be issued anyway (e.g. because it has been lost, regardless of whether the old vehicle registration document is still available) or
- if a new registration certificate part I (vehicle registration document) has to be issued.
An old type of invalidated vehicle registration document or an invalidated registration certificate part II will be destroyed by the registration authority if the holder does not wish to have it handed back after it has been rendered unusable.

The fee is based on the scale of fees for road traffic measures (GebOSt). It amounts to at least 20.20 euros.
