Anerkennung als Prüfsachverständiger für sicherheitstechnische Anlagen und Einrichtungen

Ordinance on the inspection of technical installations and recurring inspections of special structures (Inspection Ordinance - PrüfVO NRW)

The technical systems and the fire protection measures required for them under building regulations must be inspected by inspection experts for their effectiveness and operational safety, including the intended interaction of systems (principle of operation test), namely

• at the instigation and expense of the building owner in cases of initial commissioning and after significant changes before recommissioning as an initial test and
• at the instigation and expense of the operator in other cases as a periodic inspection.

Recognition as an inspection expert for technical systems is only granted to applicants who fulfill and can prove the general requirements as well as the special requirements for this specialist area. In addition to proof of a suitable university degree and sufficient professional and testing experience, an examination of the required special expertise of the applicant in the requested field is carried out, which consists of a written and an oral practical part.

• a curriculum vitae with complete details of the professional career and professional practice up to the time of application,
• a certified copy or photocopy of the final certificate from the training institution and all certificates of previous employment,
• proof of the application for a certificate of good conduct for submission to an authority (document type O or P) or an equivalent document from a member state of the European Union, which should not be older than three months,
• the applicant's declaration that he or she will only carry out tests to the best of his or her knowledge and belief and in which his or her impartiality is guaranteed, and
• a list of the applicant's test equipment and the tools and
• and the aids and equipment that can be used at short notice.

Recognition may be granted to anyone who

1. has his or her main residence, place of business or professional

or professional activity in North Rhine-Westphalia,

2. is entitled to use the professional title of "engineer" on the basis of the Engineering Act of May 5, 1970 (GV. NRW. p. 312), last amended by the Act of May 28, 2013(GV. NRW. p. 272), and has at least five years of professional experience in the field in which the testing activity is to be carried out,

3. has the specialist knowledge required to carry out the activity as an expert in the specialist field to which his or her expert activity relates and has the necessary testing equipment and aids,

4. his or her personality guarantees that he or she is capable of performing the tasks of an expert and will perform them impartially and conscientiously,

5. is not already an officially recognized expert for the specialist field in other countries, and

6. has not yet reached the age of 70.

Proof of special expertise in the requested field will be provided by examination (as part of the recognition procedure).

Recognition can be requested for the following specialist areas:

• Ventilation systems including pressurized ventilation systems,
• CO warning systems,
• natural and mechanical smoke extraction systems
• Fire extinguishing systems
• Fire detection and alarm systems,
• safety lighting and safety power supply systems and
• electrical systems.
