- Basic material for the production of forest reproductive material that is to be placed on the market may only be produced by registered forest seed or forest plant enterprises.
- Production directly from the basic material must be notified to the Land office in good time beforehand. It is only permitted if the basic material/stock is/are approved.

- Crop stands under the category "Selected",
- seed orchards under the category "Qualified" and
- crops, seed orchards, family parents, clones and clonal mixtures under the category "Tested"
category. The parent material/stock must appear suitable for breeding and its progeny must not be expected to have any characteristics detrimental to the forest or forestry.
The establishment and termination of a holding for the production of forest reproductive material must be notified to the forestry authority (Landesstelle) within one month.
When a holding is established, a holding number is issued by the regional office. The operation is also entered in the state's approval register and in the nationwide list of the Federal Agency for Agriculture and Food (BLE).
The obligation to register applies to the following situations:
- Forest owner has an approved harvest stand
- Independent, commercial production and marketing of forest reproductive material
- Import and export of forest reproductive material
If an approved stand is to be harvested, this must be notified to the Land office at least 7 working days in advance. The forest owner must ensure that the harvest is carried out by registered authorized harvesters (registered with the BLE). The forest owner must have the work inspected. The propagation material may only be placed on the market in sealed packaging with accompanying documents.
An application must be submitted to the responsible regional forestry office for the approval of basic material/stocks for the production of forest reproductive material.
