§§ Sections 8, 10 and 26 VergabeVO NRW
The study places available in the hardship quota are awarded to applicants for whom the rejection of their application for admission would constitute exceptional hardship. Exceptional hardship is deemed to exist if special social or family reasons relating to the applicant's own person make it absolutely necessary for them to take up their studies immediately.
Important: However, this is only the case if the prospective student meets the general and special admission requirements for the desired degree program.
The hardship quota in the allocation procedures with nationwide admission restrictions is 2%. For degree programs with local admission restrictions at universities, the hardship quota is 2%; for degree programs at universities of applied sciences 5%.
Please note: This option does not necessarily apply to the application procedure for universities of art and music.
The documents required depend on the type of hardship. Examples :
Specialist medical report
The reasons for the hardship case must be substantiated by a specialist medical report that adequately comments on the reasons listed. It should contain statements on the origin, severity, course and treatment options of the impairment and a prognosis of its further course that are comprehensible to medical laypersons.
Additional evidence
Since each individual case is different, applicants should check whether they have additional evidence (in particular, a certificate of severe disability or a notice of assessment from the pension office). A (severe) disability can supplement the specialist medical report and support the justification for immediate admission. However, proof of a (severe) disability alone is not sufficient for recognition as a case of hardship.
Please contact your university of choice to find out which documents are required in individual cases for locally admission-restricted degree programs. For applications to nationally admission-restricted degree programs, please contact the Foundation for University Admission. Comprehensive information can also be found at https://www.hochschulstart.de/faq/themengebiete/schriftliche-unterlagen.
Please contact the university of your choice (for locally admission-restricted degree programs) and the Stiftung für Hochschulzulassung (for nationally admission-restricted degree programs) to find out which reasons can be taken into account in the hardship quota.
Examples include
- Illness with a tendency to worsen
- Restrictions in the choice of profession or occupation, which only allow the choice of certain occupational fields or require the abandonment of the previous course of study or profession, whereby as a rule the desired course of study must allow for successful professional integration and a sensible bridging of the waiting period is unreasonably difficult or not possible.
- Reasonable bridging of the waiting period is not possible, whereby this justification is only possible in conjunction with other justifications.
In a hardship application, which must be submitted together with the application, the special exceptional situation must be justified in detail and conclusively and supported by the relevant evidence. The ranking of applicants is determined according to the degree of exceptional hardship.
If you have any questions, please contact the responsible office at your chosen university and the Foundation for University Admissions.
