The city pass (pass for low-income earners) is a voluntary service provided by the municipality for low-income residents. It helps you and your family to participate in social life. For example, you can use the city pass to receive discounts on admission fees and contributions to public facilities such as libraries, music schools, zoos, etc.
The city pass is a voluntary service that is not offered by every municipality. You can apply for it in the town or municipality where you have your main residence. Depending on the municipality, you can apply at the social welfare office, family office or citizens' center, for example.

- Identification document (identity card or passport, proof of asylum seeker status)
- Notice of approval of the benefits you receive
- If you do not receive any of the benefits mentioned: Proof of income of the applicant(s)

- Assistance with living expenses or basic security benefits in accordance with Social Security Code XII
- Unemployment benefit II or social benefit according to Social Code II
- Benefits according to the Asylum Seekers Benefits Act
- Benefits according to the Housing Benefit Act
- Child allowance according to the Federal Child Allowance Act
- Or you can prove that your income is below the maximum income limit set by the local authority
- In some municipalities, you also meet the requirements if you
- receive economic youth welfare benefits
- receive supplementary assistance for living expenses in accordance with § 27a of the Federal Pension Act
- live in a retirement or nursing home
- You find out whether the city pass is offered in your city or municipality and whether you meet the requirements.
- You submit an application with the relevant documents to the responsible office.
- Your details will be checked and the city pass will be issued.
- You will receive the city pass in person or by post.
The benefit is a voluntary benefit provided by local authorities to which there is no legal entitlement. In some municipalities, it is possible to appeal against the authority's decision. This appeal is processed according to local authority guidelines.
