As a recognized expert in accordance with the State Dog Act (LHundG NRW), you may offer expert examinations for owners of a dog of a specific breed in accordance with § 10 or a large dog in accordance with § 11 LHundG NRW.
After a successful examination, you may issue certificates of competence for the local regulatory authorities. With this certificate, the owners can register their large dogs with the responsible local regulatory authority. It is also possible for you to be recognized as an expert for the acceptance of behavioural tests for dogs of certain breeds (§ 10 LHundG NRW). After a successful behavior test, you may issue certificates for the local regulatory authorities to exempt dogs from the muzzle and/or leash requirement.
- Written and informal application for which type of test (competence and/or behavior test) you would like to be recognized
- Submission of a concept for the acceptance of competence tests and/or acceptance of behavior tests
- Description of the type and location of the property where you will conduct the behavioral tests. It must be a fenced area.
- An excerpt from a map, e.g. from google maps, showing the test area is sufficient.
- Proof of your sufficient expertise, i.e. your knowledge and skills in the field of dog ownership, is provided by means of a written examination at the State Agency for Nature, Environment and Consumer Protection (LANUV)
- You and the other persons who are to carry out tests must prove your reliability by submitting a current certificate of good conduct. For this purpose, you must apply for a certificate of good conduct for submission to an authority in accordance with Section 30 (5) of the Federal Central Criminal Register Act (document type OB or O).
The prerequisite for recognition as an expert according to the LHundG NRW is, in addition to the required and recognizable concept, the passing of the written examination according to § 2 para. 2 DVO LHundG NRW. This is a single-choice test on a PC. Single-choice test means that one of four answers must be marked as correct on the PC. The test is held at the State Office for Nature, Environment and Consumer Protection (LANUV) in Recklinghausen. The exam comprises 64 questions, which must be answered in 90 minutes. As part of the examination, you must demonstrate whether you have the necessary expertise on the following topics:
- Expressive behavior, forms of dog expression
- Developmental phases, social behavior, human-dog relationship
- Breed-specific characteristics and traits of the dog
- Keeping, feeding and health of dogs
- Recognizing and assessing typical dangerous situations with dogs
- Raising and training dogs, learning behavior, aids
- Legal regulations on the handling of dogs, LHundG NRW, implementing ordinance for the LHundG NRW, administrative regulations for the LHundG NRW
If you decide to become an expert, please send an informal written application to the LANUV. Please also submit the concepts in writing. In addition, a current certificate of good conduct of document type OB or O must be submitted. The written examinations take place every three months. Preparatory courses for the examination are not offered.
If the concepts submitted by you for the acceptance of certificates of competence and/or behavioral tests can be recognized and there are no concerns about your reliability, you will be invited to the examination or you can register for the examination. Once you have received a notice of examination and if you have concepts that have been recognized following the examination, you will then receive a notice of recognition as an expert from the LANUV. You can then start your work.
