If you have German citizenship, are entitled to vote and are returning to Germany from abroad, you can register in the electoral roll for the
European elections if the requirements for ex officio registration are not met.

If you have German citizenship and move back to Germany from abroad, you may not automatically be entered in the electoral roll for the European elections.
This depends on when you re-registered in Germany after your return. If you did this after the 42nd and before the 20th day before the election, you must apply in writing to be entered in the voters' register.
Declaration in lieu of an oath of eligibility to vote and declaration that no application for entry in the electoral roll has been submitted elsewhere
As a German of legal age or a German of legal age without voting disqualification, you can be entered in the voters' register for the European elections after your return from abroad if you:
- register in Germany after the 42nd day but before the 20th day before the election
- are returning to Germany as a German or German national from a member state of the European Union or
have lived outside the Federal Republic as a German or German national and are returning to Germany if you have had a home or your habitual residence in Germany for at least 3 months after your 14th birthday and this was no longer than 25 years ago or
are returning to Germany as a German or German national from other states if you have acquired personal and direct familiarity with the political situation in the Federal Republic for other reasons and were affected by it
- You register with your new municipality after the 42nd day but before the 20th day.
- You affirm on oath that you are entitled to vote and declare that you have not submitted an application for entry in the electoral roll elsewhere.
- The authority will decide on your application and send you a voter's notification or a rejection notice.

- Germans of legal age without disqualification from voting who return to Germany from other countries if they had a home or habitual residence in Germany for at least 3 months after their 14th birthday and this was no longer than 25 years ago,
- Germans of legal age without disqualification from voting who return to Germany from other countries if they have become personally and directly familiar with the political situation in the Federal Republic for other reasons and were affected by it
- Entry in the voters' register ex officio when registering in Germany later than 3 months but up to the 42nd day before the election
- Application for registration requires an affidavit of eligibility to vote and a declaration that no other application for registration has yet been submitted in Germany or another EU Member State
