All keepers of live vertebrates of specially or strictly protected species must report their animal population, including all ongoing changes, immediately in writing in the form of a reporting table in accordance with Section 7 (2) of the Federal Species Protection Ordinance (BArtSchV). This must be accompanied by numbered copies of all species protection documents.

This does not apply to the species listed in Annex 5 of the Federal Species Protection Ordinance. Invertebrates such as tarantulas and scorpions are not subject to the notification requirement. Species under special protection include the majority of exotic animals such as monkeys, parrots, tortoises and giant snakes, as well as various lizard species such as day geckos and chameleons. In addition to birds of prey, all other European bird species are also included. It is possible to check whether certain species are designated as specially protected, e.g. at the Scientific Information System for International Species Conservation (WISIA) of the Federal Agency for Nature Conservation.

However, exemption from the obligation to register does not mean exemption from the permit requirement for import and export.

Erforderliche Unterlagen

  • Fully completed registration table with serial number, species, sex, year of birth, license plate number, document number and origin as well as the complete address with signature
  • Correspondingly numbered copies of all verification documents;
  • Documents for the registration of a tortoise:
    • When and from whom acquired or the completed registration table
    • Copy of the yellow EU certificate including the attached photo
    • A recent photo of the tortoise's belly shell with the date, weight of the tortoise and the number of the corresponding EU certificate attached to an A4 sheet of paper. (see photo documentation for tortoises).

Verfahrensablauf

  1. Each individual animal must be entered in the registration table with a unique serial number (= registration number) and all details including the complete ring number. The numbering is to be continued later without reusing numbers for animals that have already been handed in or have died. Annual numbering such as 2015/1 to 2015/22 is also possible.
  2. The notification table must be accompanied by the copies of the certificates bearing the unique serial numbers, such as EU certificates, certificates of origin, import permits, exemptions from the identification requirement (for bred, openly ringed B birds) and witness confirmations for breeding and for old ownership (see Obligation to provide proof and marketing certificates).
  3. After the initial registration, only changes, i.e. additions and disposals, must be reported at least twice a year, e.g. by means of copies of the registration table with the changes entered, stating the unique serial number (= registration number).
  4. For tortoises listed in Annex A, a good copy of the previous photo documentation and a current ventral carapace photo glued to an A4 sheet of paper with the date, weight and serial number as well as the corresponding EU certificate number must be submitted with the notification (see photo documentation for tortoises).
  5. In the case of closed-ringed birds of frequently bred Annex B species, the complete ring number is usually sufficient as proof of legal origin.
  6. For the first breeding of a species, especially in the case of rarely bred animals, two witness confirmations for the breeding as well as a brief description of the breeding conditions including two photos of the breeding process must be submitted as evidence.
