Signatures are only officially certified if the signed document is to be submitted to an authority and the signature is made in the presence of the clerk.

Signatures may not be officially certified if:

• they require public certification (e.B. signature certification under contracts or declarations in the field of family and inheritance law, in association and commercial register matters, etc.; In these cases, a notary must be consulted.),
• they are submitted without any accompanying text (blank signatures),
  the content of the documents submitted appears to be unlawful, untruthful, immoral or illegible, or is refused to be read,
• documents are written in a foreign language,
• they are part of an affidavit.

• Proof of the identity of the applicant (e.B. identity card or passport),
• Document on which the signature to be provided is to be certified

The Residents' Registration Office is responsible for the official certification of signatures if the signed document is required for submission to a German authority or other body to which the document is to be filed on the basis of a legal norm.
