With a partial building permit, you can start construction work to modify building sections before planning permission is granted. To do this, you submit an application for partial building permission to the responsible lower building supervisory authority.

You need a partial building permit if you want to start with the partial modification of facilities before the actual building permit is granted.

In the application, you specify which parts of the building you would like to start on before the permit is granted. The partial building permit for the modification of an installation is subject to a fee.

You will receive a partial building permit for the modification of building structures if:

• the building application is complete with regard to the changes requested for the partial building permit and
• the public law regulations are complied with
  

The fees for the partial building permit are: 50 to 1,500 €.

The costs depend on the following factors:

• Time and effort required to check the partial building permit
• Expected costs of the construction work

The fee for the partial building permit is offset against the fee for the building permit if the fee for the partial building permit is higher than €150.

You can apply for a partial building permit for the modification of an installation via the online service or in writing.

If you apply in writing, proceed as follows:

• Submit the application and state in it which building application your application for partial building permission relates to. Indicate which construction measures you would like to start early.
• Attach the required building documents.
• Submit the application documents to the responsible lower building supervisory authority.
• If necessary, the lower building supervisory authority will ask you to make an advance fee payment.
• Make the advance payment.
• If documents are missing or there are other ambiguities, you will be asked to resolve these ambiguities.
• In this case, submit the missing or amended documents or the clarification.
• The lower building supervisory authority will review your application and involve the relevant authorities whose participation or consultation is required.
• You will then receive a decision on your application and a fee notice.
• Pay the fees.
  

You must start construction work within 3 years of receiving the partial building permit.

You may then interrupt the construction work for a maximum of 1 year.

You can have the partial building permit extended for 1 year.

If you have a partial building permit, you must submit a notification of commencement of construction work to the lower building supervisory authority at least one week before the start of construction work.

You must submit a notification of commencement of use to the lower building supervisory authority at least 2 weeks before commencing use.

You can lodge an objection.
