Do you transport passengers commercially with your rental car company and would like to increase the number of your vehicles? To do this, you need to apply for an extension to the permit you have already been issued.

You need a permit to transport passengers for hire on a commercial basis. If you wish to increase the number of vehicles for your rental car operation, you must apply to the relevant transport authority for an extension of the permit.

• Valid permit
• Application for extension of rental car permit (surname, first name of applicant; place of residence and operation; in the case of natural persons, date of birth, place of birth; number of vehicles, type of vehicle, capacity of vehicles to be used)
• Equity certificate / additional certificate (form according to § 2 para. 2 no. 2/ § 2 para.3 of the Ordinance on the admission to the occupation of road passenger transport operator -PBZugV), not older than 3 months
• Certificate of no objection from the tax office, the municipality, the social insurance carrier and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / traffic management)
• Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) of the German Federal Law on Civil and Professional Conduct (BZRG)
• Extract from the Central Trade Register in accordance with Section 150 (5) GewO (in the case of companies)
• Extract from the driving aptitude register (FAER)

General documents:

• Vehicle list, if applicable rental vehicles with rental agreement or leasing list
• Proof of liability insurance for rental vehicles including risk indicator (WKZ)
• Proof of the installation of an alarm system or exemption according to § 25 BOKraft (German road traffic regulations)
• Proof of the installation of an odometer
• Business registration, if not already submitted to the authorities

• The applicant is already in possession of a rental car permit as an entrepreneur.
• The safety and efficiency of the business are guaranteed.
• There are no facts indicating the unreliability of the applicant as an entrepreneur or the person appointed to manage the business.
• The applicant as entrepreneur or the person appointed for the management of the business is professionally suitable.
• The applicant and the entrepreneurs appointed by him or her to perform transport services have their place of business or their branch office within the meaning of commercial law in Germany.

In the case of legal entities under public law, the requirements are deemed to have been met.

The amount of the fees depends on:

• the number of vehicles and
• the term of the permit.

Proceed as follows to obtain an extension of the permit for the commercial transportation of passengers with multiple rental cars:

• Submit an application for this purpose to the transportation authority having jurisdiction over you and attach all required documents to the application.
• The authority will process your application and conduct the necessary hearing procedures.
• You will receive a notice of the decision to extend the rental car permit. If applicable, you will receive the permit certificate(s).

The processing time may vary between the responsible transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.

Deadlines do not start to run until an application ready for a decision has been submitted. If your application is complete, a decision will be made on it within 3 months. The deadline can be extended by 3 months if necessary.
