If you want to transport animals for longer than 8 hours as a transport company, you need a license from the competent authority. You can find out more here.

The requirements of the EU Transport Regulation and the Animal Welfare Transport Regulation apply to the transportation of animals. Companies wishing to transport animals for more than 8 hours require a separate license. In addition to the requirements that also apply to transports up to 8 hours, companies require further proof, e.g. a certificate of competence for drivers and attendants or an emergency plan for urgent cases. These requirements may also apply to the transportation of animals as part of an agricultural or part-time activity ("part-time farmers").

• Valid national permit in accordance with Section 3 of the Road Haulage Act (GüKG) or Community license (EU license) in accordance with Regulation (EC) 1072/2009.

• Details of the procedures by which hauliers can track and record the movements of road vehicles under their responsibility and maintain constant contact with drivers engaged on long journeys;
• evidence of the use of navigation systems in the transportation of equidae, with the exception of registered equidae, domestic cattle, domestic sheep, domestic goats and domestic pigs (from 01.01.2007 for means of road transport used for the first time, from 01.01.2009 for all means of road transport)
• Emergency plans that come into effect in urgent cases
• Certificate of good conduct (document type O)
• Extract from the central trade register

• The applicant company must be established in a Member State or, if it is an applicant company from a third country, it must have a representative in the Member State.
• The applicant company must have sufficiently trained personnel, i.e. personnel with certificates of competence in accordance with Article 17 (2) of the Regulation, as well as sufficient and appropriate equipment to carry out the transport operations
• The applicant or their representative must not have committed any serious infringements of Community or national animal welfare legislation for a period of 3 years prior to the application.

Depends on the respective administrative fee schedule of the state or on the fee statutes of the authorities responsible under state law

• You fill in the application form and confirm your reliability
• You enclose the relevant supporting documents
• The competent authority checks your details and evidence; an on-site appointment may be necessary

The license is then issued

Once you have submitted all the documents in full, the responsible office will process them promptly.

The license must be obtained before starting work. The license is limited to a maximum of five years.

Appeal (appeal may be excluded depending on state law), administrative court action
