If you wish to drive a motor vehicle in which passengers are transported for pay or commercially or if you transport passengers in a vehicle and a permit is required for this transport in accordance with the Passenger Transport Act, you generally require an additional driving licence for passenger transport (carriage).
Application for the extension of a driving licence for the carriage of passengers pursuant to § 48 of the Driving Licence Ordinance (Fahrerlaubnisverordnung/FeV)
If you wish to drive a motor vehicle in which passengers are transported for pay or commercially or if you transport passengers in a vehicle and a permit is required for this transport in accordance with the Passenger Transport Act, you generally require an additional driving licence for passenger transport (carriage).
- Identity card or passport with current confirmation of registration
- general driving licence in cheque card format
- certificate of good conduct type "O
- proof of specialist knowledge (please note the above-mentioned transitional regulation)
- proof of participation in a training course in first aid (for ambulances, valid for an unlimited period)
- certificate of a general medical examination in accordance with Annex 5 to the Driving Licence Ordinance (not older than one year at the time of application)
- certificate of a medical examination of eyesight or, if applicable, a certificate from an ophthalmologist in accordance with Appendix 6 to the Driving Licence Ordinance (not more than two years old when application is made)
- occupational or occupational medical report or expert opinion from an officially recognised assessment centre for driving aptitude in accordance with Appendix 5 to the Driving Licence Ordinance (not older than one year when application is made)

- Possession of a driving licence in cheque card format ("EU driving licence"); if necessary, the previous driving licence must first be exchanged for a card driving licence
- minimum age: 21 years (if the driving licence is restricted to ambulances: 19 years)
- possession of a category B driving licence or an equivalent driving licence for at least two years (for ambulances: one year)
- proof of physical and mental fitness and eyesight
- personal reliability (no serious criminal record and/or traffic violations)
- proof of participation in first aid training (for ambulances)
- proof of local knowledge is no longer required for taxis for the compulsory driving area; instead, a certificate of professional competence is required, which, however, does not have to be presented at present
Note: When renewing a driving licence for passenger transport for the first time, which was issued after 2 August 2021 without submitting proof of specialist knowledge, proof of specialist knowledge must also be submitted in addition to the other renewal requirements.
- Initial issue of a driving licence for the carriage of passengers: EUR 43.90
- If your previous driving licence has to be exchanged for the card driving licence: additional EUR 25.30
- additional costs for the certificate of good conduct and, in future, the examination of professional competence
Explanation of the required certificates
- Certificates of participation in first aid training remain valid indefinitely.
- Certificate of general medical examination: This certificate can be issued by any doctor.
- Certificate of medical examination of eyesight: The certificate may be issued by an ophthalmologist, a doctor with the regional designation "occupational medicine", a doctor with the additional designation "occupational medicine", a doctor at an assessment centre for fitness to drive, a doctor at the public health department or another doctor in the public administration.
- Occupational medical report or report of an officially recognised assessment centre for driving aptitude: With this report, applicants for a driving licence for passenger transport, for example, must prove whether they meet special requirements with regard to resilience, orientation performance, concentration performance, attention performance and reaction capability.
