In principle, the same regulations apply to the extension of an existing driving licence to include new driving licence classes as to the initial issue of a driving licence. Therefore, essentially the same requirements must be fulfilled and the same procedure must be followed to the greatest possible extent.
When a driving licence of categories AM or T is extended to one of the other categories for the first time, the driving licence of the category to which it is extended is issued on a probationary basis. Driving licences for categories A, A1, A2, AM, B, BE, L and T are issued for an unlimited period. Those in categories C1, C1E, C, CE, D, D1, DE and D1E are issued for five years.
The new driving licence is usually issued by handing over the provisional proof of driving licence after passing the practical test. The old driving licence must be handed in at this time. You will then receive the new card driving licence by the method of your choice. You can collect the document, have it collected by an authorised person or have it sent to you. You decide on this when you submit your application.
When applying for an extension, the same documents must be submitted as for an initial issue. In addition, the existing driving licence must be submitted.

- in addition, when applying for a driving licence for classes C1, C1E, C, CE:
- Certificate of a general medical examination in accordance with Annex 5 to the Driving Licence Ordinance (not older than one year at the time of application)
- Certificate of a medical examination of eyesight or, if applicable, a certificate from an ophthalmologist in accordance with Appendix 6 to the Driving Licence Ordinance (not more than two years old at the time of application)
- in the case of an application for a driving licence for categories D1, D1E, D, DE additionally:
- Certificate of a general medical examination* in accordance with Appendix 5 to the Driving Licence Ordinance (not older than one year at the time of application)
- Certificate of medical examination of eyesight or, if applicable, a certificate from an ophthalmologist in accordance with Appendix 6 to the Driving Licence Ordinance (not more than two years old when application is made)
- occupational or occupational medical report or report of an officially recognised assessment centre for driving aptitude in accordance with Appendix 5 to the Driving Licence Ordinance (not older than one year when application is made)

In principle, the same requirements must be met for the extension of a driving licence as for the initial issue.
The driving licence is issued for the respective category if the applicant
- has his or her normal place of residence in Germany
- has reached the minimum age required for the category applied for,
- is suitable for driving motor vehicles,
- has been trained to drive motor vehicles in accordance with the Driving Instructor Act and the legal provisions based on it,
- has passed a theoretical and practical test to prove that he or she is qualified to drive a motor vehicle,
- Can administer first aid
- does not hold a driving licence for this category issued in a Member State of the European Union or in another State party to the Agreement on the European Economic Area, and
- is in possession of another driving licence class for certain driving licence classes (for example, class B is required as previous possession for class C).
Exceptions:
- When acquiring a driving licence of class L, only a theoretical examination is required.
- When extending a driving licence from class B to class BE, from class C1 to class C1E, from class D to class DE and from class D1 to class D1E, only one practical test is required in each case. This also applies to the extension of category A1 to category A2 and to the extension of category A2 to category A if you have held the driving licence to be extended for at least two years at the time of the extension.
- Driving licence extension from categories L and T to another category with a probationary period: EUR 44.70 and, if applicable, expenses for the dispatch of the driving licence
- Driving licence extension from categories A, B, C, D (including trailers and subcategories) to a further category without a probationary period: EUR 43.90 and, if applicable, expenses for the dispatch of the driving licence
The procedure is the same as for the initial issue of a driving licence.
- Submit a written application to the driving licence authority (see "Competent authority"). It is advisable to appear in person.
- The personal appearance is usually required because the applicant must sign in a precisely delimited field with a special pen on a signature sticker that is sent to the Federal Printing Office with the order to produce the driving licence.
- After receiving the application, the driving licence authority must determine whether there are any doubts about the applicant's suitability. To do this, it will obtain information from the Central Traffic Register and the Central Driver's Licence Register.
Tip: The suitability check takes a certain amount of time, so you should submit the application at the beginning of the driving school training.
If the applicant still has to take the required theoretical and practical test, the driving licence authority will commission the Technical Test Centre (DEKRA) with the test after the aptitude test. As a rule, the technical testing centre will return the test order to the driving licence authority if
- the theoretical test is not passed within twelve months of receipt of the test order,
- the practical test is not passed within twelve months of passing the theoretical test, or
- in cases where no theoretical examination is required, the practical examination has not been passed within twelve months of receipt of the request for examination.
As a rule, the provisional proof of driving licence and the associated granting/extension of the driving licence shall be handed over after passing the theoretical test (in the case of category L) or the practical test.
Explanation of the required certificates
- Certificates of participation in first aid training remain valid indefinitely (cf. § 76 No. 11 letter b FeV).
- Eye test certificate:
You can obtain the eye test certificate from any ophthalmologist or optician. - Certificate of a general medical examination:
Any doctor can issue this certificate. - Certificate of medical examination of eyesight:
The certificate may be issued by an ophthalmologist, a doctor with the regional designation "occupational medicine", a doctor with the additional designation "occupational medicine", a doctor at an assessment centre for fitness to drive, a doctor at the public health department or another doctor in the public administration. - Occupational medical report or report from an officially recognised assessment centre for driving suitability:
This report must be used, for example, by applicants for a category DE driving licence or a driving licence for passenger transport to prove whether they meet special requirements with regard to resilience, orientation performance, concentration performance, attention performance and reaction capability.
