Application for permission to exhibit animals / Event notification according to § 11 Animal Protection Act (TierSchG)
If you would like to hold events with animals, you need a permit if you
- Hold animal fairs for the purpose of exchanging or selling animals by third parties, or
- display animals on a commercial basis or make them available for such purposes.
Some events are also subject to a notification requirement under the regulations of the Animal Health Act. These include:
- Dog and cat shows and similar events involving these animals if
- the exhibition or event is to take place in a district at risk of rabies
- Dogs and cats from EU member states or third countries participate
- Livestock shows, livestock markets or events of a similar nature
- "Livestock" in this sense means, for example, domestic animals of the species horse, donkey, cattle, sheep, goats, pigs, rabbits, many species of poultry, game birds and camelids
The conditions depend, among other things, on the type of event and the animals to be exhibited or offered. In the certificate of approval, which is issued by the locally responsible Food Control and Veterinary Office, the exhibition conditions are specified depending on the type of animal and the animal health situation.

For this procedure, you can make use of the service of the point of single contact. He or she will guide you through the procedure, take care of the correspondence with all the authorities responsible for your matter and act as a competent advisor.
- Application for animal show permit
- Certificate on the epidemic status of the countries of origin and the herds of origin
- Certificate of competence according to § 11 Animal Welfare Act (if the exhibited animal is a vertebrate)

Note: The fees are not charged at the time of application, but at the time of subsequent or additional on-site inspection of the issue.
The application or notification of the event with animals must be made in writing, either by means of
- a form provided by the authority, or
- an informal application.
The informal application should contain the following points:
- Details of the organiser and the person responsible
- Place, time and period of the event
- if applicable, information on the reliability of the organiser
- Details of the species of animals to be exhibited
The venue to be used for the event will be inspected on site by the competent veterinary authority. The permit for the animal exhibition (possibly with conditions and restrictions) or the possibly negative decision as well as the fee notice will be sent to you by post or fax.
