Anyone who carries out carriage of goods or passengers by road for commercial purposes on public roads must qualify and undergo further training. If you, as the provider of a training centre, wish to offer instruction for accelerated initial qualification or continuing training, your company must be a recognised as training centre.

Training centres for accelerated initial qualification and continuing training must be recognised by the competent authority under Land law (for Saxony, the Land Office for Road Construction and Transport/Landesamt für Straßenbau und Verkehr).

Formerly legally recognised training centres, such as

• Driving schools within the scope of a driving school licence for classes CE (truck) or DE (bus),
• Training companies providing vocational training in the occupations of "professional driver", "driving specialist" and
• Providers of retraining for the occupation of "professional driver" or "skilled driver" were recognised by the competent authority under Land law until 02.12.2022 at the latest

If you want to offer classes nationwide or statewide, it is necessary to apply for recognition individually for each federal state in which a classroom is located. Therefore, you must apply to the respective competent recognition authority at each venue.

Your application must include the following information and proof:

• Details of the training premises
  • Sketch of the room with details of size and height
  • Declaration on seating with information on the maximum number of participants
  • informative photos of the classrooms (e.g. visible technology, seating, windows, lighting)
  • Use or rental agreements for the training rooms
  • Declaration in the case of own rooms
  • Information on the planned number of participants
• Information on the trainers
  • Number of trainers
  • Proof of professional aptitude for the areas of knowledge to be trained
  • Proof of didactic and pedagogical knowledge
  • Proof of current in-service training of teaching personnel (not older than four years)
  • Field of application (areas of knowledge)
• Information on the training programme for accelerated basic qualification including the
  • Subject areas
  • Status and provider of the training programme
  • planned implementation (media, instructors)
  • Timetables
  • Teaching methods
  • Teaching materials
• Information on the training programme further training including
  • Subject areas
  • Status and providers of the training programme
  • planned implementation (media, trainers)
  • Timetables
  • Teaching methods
  • Teaching materials
• Details of the training vehicles used
• Information on the training sites for practical exercises
• Proof(s) of the reliability of the persons authorised to represent the applicant, for example:
  • Extract from the central traffic register (Auszug aus dem Verkehrszentralregister)
  • Certificate of good conduct (Führungszeugnis)
  • Declaration of no objection from the tax office (Unbedenklichkeitserklärung Finanzamt)
  • Declaration of no objection from social insurance - pension insurance (Unbedenklichkeitserklärung Sozialversicherung - Rentenversicherung)

The executing provider must have the necessary personnel and equipment, i.e

• Employ a sufficient number of qualified trainers
• Proof of suitable premises and teaching materials for both practical and theoretical training
• Guarantee of continuous further training of the teaching personnel
• Proof of the personal reliability of the provider

If you can prove that you meet the relevant requirements, you can offer both accelerated initial qualification and in-service training courses.

As part of the application procedure, you must prove that you can teach all the contents described in the "Ordinance on the Implementation of the Professional Driver Qualification Act" (Verordnung zur Durchführung des Berufskraftfahrerqualifikationsgesetz) as part of the lessons.

State recognition as a training institution: EUR 51.10 to EUR 511.00

To be recognised as a training centre, you must submit an application to the State Office for Road Construction and Transport (LASuV) in written or electronic form with all the necessary documents.

Certificates of participation

Confirmation of participation is no longer provided by issuing certificates of participation, but with the corresponding entry by the recognised training centre in the Professional Driver Qualification Register (BQR). To register with the KBA, the training centre requires a corresponding ELSTER certificate.

The competent authorities can retrieve the entries directly from the register. The participant receives information about the content concerning him/her free of charge upon application to the Federal Motor Transport Authority.
