If a child's development at the special school indicates that he or she no longer has special educational needs, the pupil's previous school will inform the State Office for Schools and Education of its assessment.

This then cancels its decision to determine special educational needs.

If the pupil was previously taught at a special needs school, the pupil must be admitted to another general education school. The receiving general education school decides which grade level the pupil will be admitted to. For this purpose, it receives support proposals for the pupil's further development from the leaving special school.

If a pupil at a special school intends to transfer to another general education school with continuing special educational needs for inclusive education, the school supervisory authority will advise the parents or the adult pupil on which school the pupil can be supported in a suitable manner.

Pupils in primary level at special schools generally receive an educational recommendation in the grade 4, unless the special educational needs in the main areas of learning or intellectual development continue to exist.

The following documents must be submitted for enrolment at another general education school:

• notification from the responsible State Office for Schools and Education regarding the determination of the pupil's special educational needs or, if applicable, notification of cancellation of the notification regarding the determination of special educational needs
• birth certificate of the child or corresponding proof of the child's identity

The following data is also collected:

• surname and first name of the parents and the child
• date and place of birth of the child
• gender of the child
• address of the parents and the child
• telephone number, emergency address
• nationality of the child (with parental consent)
• religious affiliation of the child (with parental consent)
• type and degree of disability and chronic illnesses, insofar as they are relevant to school attendance (with parental consent)
• whether a kindergarten is attended in the year prior to school admission
• declaration of custody; in the case of sole custody of one parent, this circumstance must be proven and
• declaration by the parents on the bilingualism and multilingualism of the child if the language of origin is not or not exclusively German (with the consent of the parents).

Pupils at special schools in lower secondary level classes, in which lessons are taught according to the curricula for the upper secondary school (with the same learning objectives), can transfer to an upper secondary school, upper secondary school+, a community school or a grammar school if

• the decision to determine special educational needs is cancelled by the State Office for Schools and Education or
• the pupil is likely to be able to receive inclusive education at another general education school (with the exception of those specialising in learning and intellectual development at grammar schools).

Special educational needs in the areas of language and emotional and social development end without a special procedure at the end of year 4. The State Office for Schools and Education decides on exceptions. It can initiate a new assessment procedure for this purpose.

If the State Office for Schools and Education cancels the decision to determine special educational needs or if the pupil can probably be taught inclusively in another general education school, the child can be enrolled at another general education school (primary school, secondary school, secondary school+, community school or grammar school).

This school then decides which grade the pupil moves to. The school sending the pupil to the special school will submit proposals for further support for the pupil.

Pupils with special educational needs can be taught inclusively in all types of schools together with pupils without special educational needs, provided that

• this corresponds to the individual support needs of the pupil, taking into account the organisational, personnel and material requirements,
• the functioning of the classroom is not significantly impaired and
• no acute danger to self or others is identified.

Pupils with special educational needs in the areas of learning and intellectual development can also be taught inclusively at primary schools, secondary schools, secondary schools+ or community schools (learning goal differentiated schooling) if they are aiming for qualifications other than their own.
