Application for entry in the list of consulting engineers according to § 5 and §§ 37 to 39 of the Saxon Engineering Act (SächsIngG)

The professional title "Consulting Engineer" may be used in the Free State of Saxony by anyone who is entered under this title in the list of Consulting Engineers maintained by the Chamber of Engineers of Saxony. 

Registration in the above-mentioned list is not required if you are already registered in a corresponding list at the Chamber of Engineers of another federal state.

The registered Consulting Engineers are compulsory members of the Chamber of Engineers of Saxony. Professional duties apply.

Attention! If you use the above mentioned professional titles without authorization, the Chamber of Engineers Saxony is authorized to prohibit you from doing so. The unauthorized use of the professional title is an administrative offense that can be punished with a fine.

Hints:

• If you have an academic title (for example, Dipl.-Ing, Bachelor, Master, etc.), you are entitled to use this title regardless of whether you use the above-mentioned professional title.
• In the case of an academic title based on a foreign educational title, you use the title in the language of the Member State of origin with the addition of the name and place of the educational institution or examination board which awarded the educational title.

Temporary and occasional activity

You can obtain the right to use the above-mentioned professional titles as a foreign service provider even without being registered in the list of consulting engineers, if your foreign professional qualification has been recognized. You will be entered in a register at the Chamber of Engineers. With the registration you are not a member of the Chamber of Engineers Saxony, nevertheless professional duties apply.

Single Point of Contact

For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.

In the case of domestic proof of education:

• Application form (Forms & Online Services).
• Proof of identity (original or certified copy)
• Proof of residence, establishment or predominant practice of the profession in the Free State of Saxony (single copy)
• Proof of successful completion of a relevant course of study at a German university that meets the recognition criteria (original or certified copy)
• Proof of practical work of at least two years in accordance with the legal requirements or of a successfully completed construction or technical traineeship (single copy)
• Proof of autonomous and independent practice (simple copy)
• Conclusion of a sufficient liability insurance (simple copy)

in case of proof of education / professional qualification from an EU member state or a state equivalent to it,

in which the profession is regulated:

• Application form (forms & online services)
• Proof of identity (original or certified copy)
• Proof of residence, establishment or predominant practice of the profession in the Free State of Saxony (single copy)
• Proof of education (original or certified copy)
• Certificate from the educational institution confirming the standard period of study specified for the course of study (only for Dipl.-Ing. (FH) or Bachelor degrees)
• Proof of practical work of at least two years in accordance with the legal requirements (single copy)

in which the profession is not regulated:

• Application form (forms & online services)
• Proof of identity (original or certified copy)
• Proof of residence, establishment or predominant practice of the profession in the Free State of Saxony (simple copy)
• Proof of education (original or certified copy)
• Proof that this profession has already been practiced for the legally required period in one of the above-mentioned states (simple copy).

In case of foreign proof of education (third country):

• Application form (forms & online services).
• Proof of identity (original or certified copy)
• Proof of residence, establishment or predominant practice of the profession in the Free State of Saxony (simple copy)
• Proof of education (original or certified copy).
• Declaration as to whether and at which office and with which result an application for the determination of the equivalence of the professional qualification has already been filed
• Proof of practical work of at least two years in accordance with the legal requirements (usually original or certified copy)
• Proof of autonomous and independent practice (simple copy) - Conclusion of sufficient liability insurance (simple copy).

Notes:

• You must add a translation in German to certificates of education and proof of professional experience that are not written in German. Only publicly appointed or sworn interpreters or translators are authorized to translate.
• In individual cases, the competent body may require further documents or translations in German.

• Residence, professional establishment or professional practice predominantly in the Free State of Saxony
• autonomous and independent exercise of engineering activities at the time of application
• sufficient liability insurance
• professional practice
  • exercise of engineering activities according to § 2 sentences 2 to 4 for at least 2 years full-time or for an equivalent period part-time after the professional qualification or
  • successful completion of a traineeship in construction or another technical traineeship.

Further requirements, depending on the type and origin of the training certificate / professional qualification:

Evidence of education - domestic

• Bachelor's or diploma degree or master's degree in a technical or scientific field of study with
  • a standard period of study of at least 8 semesters on a full-time basis at a German university or a university of cooperative education
  • at least 168 ECTS credits in theoretical STEM subjects - in the case of a master's degree program, at least 91 ECTS credits of these credits must have been earned in the course of the bachelor's degree program
  • Orientation of the contents towards the exercise of engineering activities according to § 2 sentences 2 to 4 of the Saxon Engineering Act (SächsIngG)

Proof of education / proof of professional qualification - EU and equivalent states

in which this profession is regulated:

• Proof of education / professional qualification that entitles the holder to take up and practice the profession of consulting engineer in an EU member state or equivalent states.
• Recognition by the Chamber of Engineers of Saxony that in certain points there are no significant differences to the legally defined registration requirements

in which this profession is not regulated:

• Proof of practicing the profession for a period of at least 1 year or an equivalent total period in part-time during the previous 10 years.
• Recognition by the Saxony Chamber of Engineers that in certain points there are no significant differences to the legally defined registration requirements

Proof of education - other states

• Evidence of education recognized by the Saxony Chamber of Engineers as equivalent to the respective domestic study requirements (determination of equivalence)

Note for applicants with a professional qualification from an EU member state or equivalent states or for late repatriates

In the event that the equivalence of your professional qualification could not be determined, you have the possibility - according to the requirements of the SächsIngG - to carry out certain compensatory measures (aptitude test, adaptation course).

Attention! If facts justify the assumption that you do not possess the reliability and personal suitability required for the exercise of the profession, you will be refused registration.

• Basic fee (initial registration): EUR 40.00
• Application processing and registration: EUR 150.00

Annual chamber fee:

• Basic fee: EUR 368,00
• Additional fee, depending on the number of members

Under certain conditions the fee can be reduced.

• Call up the application form in Amt24 and print it out.
• Submit the completed and signed form with the required documents to the Saxony Chamber of Engineers.
• The Saxony Chamber of Engineers will confirm receipt of the documents within one month of receipt of the application and, if necessary, inform you of any missing documents.
• After registration you will receive an unlimited certificate, which entitles you to use the above-mentioned professional title.

Note: If you were registered in the list of consulting engineers of another federal state and your registration was only deleted because you gave up your branch office or your residence in this federal state, you can be registered without a renewed examination of the registration requirements. To do so, submit an application for registration within one year.

Duration of the procedure: up to 3 months after submission of the complete documents (in justified exceptional cases up to a maximum of 4 months).

Electronic signature / Signature

Who can use the electronic signature?

Anyone who has documents that have been issued or recognized in the Federal Republic of Germany or by an EU member state or a state equivalent to it.

How can I sign electronically?

A qualified electronic signature is required in order to fulfill the signature requirement for electronic applications. This is the only way to ensure that the sender's identity can be reliably established. Your application and the necessary declarations require your handwritten signature. According to German law, your application form must have a qualified electronic signature in order to be considered signed. You will need an appropriate program for this. You can obtain electronic signatures from:

• Trust service providers (according to the directory of the Federal Network Agency) or
• the Bundesdruckerei (for citizens with a new identity card/nPA or electronic residence permit).

When submitting electronically, it is sufficient to submit simple copies for the required evidence. In justified cases, the Saxony Chamber of Engineers is entitled to request certified copies.
