Certification in accordance with Section 6 (1) of the Chemicals Climate Protection Ordinance (ChemKlimaschutzV)
Companies that install, maintain, service, repair or decommission stationary refrigeration/air conditioning systems and heat pumps containing fluorinated greenhouse gases as well as fire protection systems must be able to present a company certificate issued by the competent authority.
The company certification certificate must contain at least the following information
- Name and registered office of the company
- Description of the site and the certified activities in relation to the site and its facilities
- Issue number and expiry date, if applicable
- Name of the certification body, date of issue and signature of the person authorised to issue the certificate
Notes:
- Regulation (EU) 2024/573 (new F-Gas Regulation) entered into force on March 11, 2024. This replaces Regulation (EU) 517/2014. The new F-Gas Regulation and its implementing regulations extend the activities requiring certification.
- On September 29, 2024, the Implementing Regulation (EU) 2024/2215 came into force, which regulates the minimum requirements for certification in relation to activities on stationary refrigeration systems, air conditioning systems and heat pumps, organic Rankine circuits and refrigeration systems in refrigerated trucks, refrigerated trailers, light refrigerated vehicles, intermodal containers and railroad wagons. The Implementing Regulation replaces Implementing Regulation (EU) 2067/2015.

- Copies of the certificates of competence of the persons who are to carry out activities requiring certification
- List of available tools/materials/processes
- A sufficient number of competent personnel must be available for the installation, maintenance, servicing, repair or decommissioning of systems. In addition, access to the tools and procedures required for the activities subject to certification must be guaranteed.
- For activities in connection with fire protection systems, sufficient personnel with the appropriate certificate of competence must be available for the expected annual volume of activities and the necessary technical equipment must be available in sufficient quantity and type.
- If your company is a registered EMAS site, it can receive the certificate if the environmental statement or the environmental company audit report shows that the two above-mentioned requirements are met and the following information is evident:
- Name and registered office of the company
- Description of the site and the certified activities in relation to the site and its facilities.
- You apply for certification at the Saxony State Directorate.
- The State Directorate of Saxony checks the completeness and accuracy of the application documents and awards the certification if all requirements are met. If necessary, it can request missing documents.

Processing time of the competent authority: maximum three months
Note: The period begins with the receipt of the complete documents. It can be extended once if this is justified due to the difficulty of the matter.
Personnel certification
A prerequisite for company certification is that sufficient competent personnel are available. The following are authorised to issue certificates of competence
- Chambers of Crafts
- Chambers of Industry and Commerce and
- Craft guilds, insofar as they are authorised to conduct examinations, as well as
- Training and further training institutions and companies recognised by the competent authority
