Persons who carry out certain activities on equipment containing fluorinated greenhouse gases, such as refrigeration/air conditioning systems, heat pumps or fire protection systems, require a certificate of competence. As a rule, these persons must have passed an examination.

The following are authorised to conduct examinations and issue certificates of competence in addition to

• the chambers of crafts
• the chambers of industry and commerce and
• the craft guilds, insofar as they are authorised to conduct examinations,

also

• bodies recognised by the competent authority (training and further training institutions or companies).

The following documents must be enclosed with the application:

• Catalogue of examination questions for the theoretical examination in accordance with the Annex to the respective Implementing Regulation
• Description of the practical examination in accordance with the Annex to the respective ordinance
• Procedural regulations of the inspection body or the body certifying the expertise in accordance with the respective ordinance (examination regulations, procedural regulations for issuing, suspending and withdrawing certificates of expertise, procedural regulations for reporting)
• Equipment: List of measurements and apparatus
• Details of the inspectors
• Sample of a certificate of competence

The following documents must be enclosed with the application if a body certifying expertise for activities on motor vehicles is recognised:

• Training concept / training programme
• Technical equipment
• Details of instructors / trainers
• Sample of a certificate of competence

• They have the appropriate resources, materials and personnel to carry out inspections and issue certificates. In addition, depending on the type of facility, there are specific requirements for the tests, which are regulated in the following regulations:
  • Implementing Regulation (EU) 2015/2066 (concerns activities on electrical switchgear),
  • Implementing Regulation (EU) 2024/2215 (concerns activities on stationary refrigeration systems, air conditioning systems, heat pumps and organic Rankine circuits as well as refrigeration systems in refrigerated trucks, refrigerated trailers, light refrigerated vehicles, intermodal containers and railroad wagons)
  • Regulation (EC) No. 306/2008 (concerns activities on equipment containing solvents)
• In such cases, the body to be recognised must also be able to assess the suitability of technical or craft training.
• For activities on air conditioning systems in motor vehicles, the education/training programme must meet the requirements set out in Regulation (EC) No 307/2008.

Implementing Regulation (EU) 2024/2215 entered into force on 29 September 2024. It repealed Implementing Regulation (EU) 2015/2067.

• You submit the application informally to the responsible office of the Saxony State Directorate (see "Responsible office").
• The Saxony State Directorate will check that the application documents are complete and correct and will issue the certificate if all requirements are met.
• If necessary, it can request missing documents.

Note: The period begins with the receipt of the complete documents. It can be extended once if this is justified due to the difficulty of the matter.

Recognition is valid throughout Germany.
