If you want to start with the structural alteration, you must notify the competent authority in writing of the intended start of implementation.
The building supervisory authority must be notified in writing in advance of the start of execution of projects requiring planning permission and the resumption of construction work after an interruption (notification of start of construction).
This also applies to projects that have undergone the approval exemption procedure and to removal measures requiring notification.
Please note that, for example, the excavation of the building pit (e.g. for a basement or underground parking garage) already constitutes the start of construction and must be notified in advance.

You can notify the start of construction electronically via the online service or in writing in paper form.
To use the online service, proceed as follows:
- Log in with your user account. To submit an application as a private individual, you need a BundID account. If you are applying on behalf of an organization (company, public authority, etc.), you will need a "My company account".
- Complete the online form.
- Attach the required documents.
- Submit the notification of the start of construction to the responsible lower building supervisory authority.
- If any documents are missing or there are other ambiguities, you will be asked to rectify these.
- In this case, submit the missing or amended documents and/or the clarification.
- The lower building supervisory authority will check your notification of the start of construction. If the lower building supervisory authority or other authorities do not intervene to avert danger to the project, you can start building.
You must notify the start of construction before the implementation of the construction project begins.
Unlawful commencement of construction without valid notification or approval may result in the construction project being discontinued. Use may also be prohibited.
