Under certain conditions, severely disabled people can obtain special parking permits that allow them to park in special parking spaces marked with an additional sign with a wheelchair symbol ("disabled parking spaces") and/or grant them other parking concessions.
A distinction must be made between different parking permits (blue, orange and yellow permits), which entitle the holder to different levels of parking concessions. The conditions under which the various permits can be obtained differ accordingly.
The use of parking permits does not require the disabled person to drive the vehicle themselves. However, it must be a journey that serves to transport the disabled person for whom the respective permit was issued.
The standardized EU blue parking permit is valid in the countries of the European Union. Only this permit entitles the holder to park in appropriately marked disabled parking spaces. In addition, further parking concessions can be claimed. People with an exceptional walking disability (mark "aG"), bilateral amelia or phocomelia or with comparable functional impairments as well as blind people (mark "Bl") can obtain this permit.
The nationwide orange parking permit also allows severely disabled people with certain mobility impairments who do not meet the requirements for the blue permit to take advantage of parking concessions. However, this permit does not entitle the holder to park in disabled parking spaces.

In addition, people who are severely restricted in their mobility but do not meet the requirements for obtaining an orange parking permit can apply for a yellow parking permit. This permit does not entitle the holder to park in disabled parking spaces, but does give the holder other parking concessions.
In contrast to the other permits, the yellow permit can also be issued (for a limited period) if, for example, there is only a temporary significant walking disability/mobility impairment as a result of an operation, an accident or an illness.
The "yellow parking permit" is only valid in Schleswig-Holstein, Mecklenburg-Western Pomerania and Rhineland-Palatinate.

Blue parking permit
- First application:
- last notification from the State Office for Social Services and
- Severely disabled person's pass (mark aG or Bl),
- Passport photo.
- Extension:
- Severely disabled person's pass (mark aG or Bl),
- the old blue parking permit,
- passport photo.
Orange parking permit (parking facilitation)
- First application: severely disabled person's pass
- Renewal: Old orange parking permit
Yellow parking permit (parking facilitation)

- Renewal: Old yellow parking permit
