If a municipality has issued a change ban for a building area that it intends to overplan with a development plan, the following are permitted in this building area
- structural installations may not be erected or removed and
- changes that increase the value or significantly impede the planned construction work may not be made.
This does not apply to changes that have been started beforehand in a legally permissible manner, as well as maintenance work and the continuation of a previously practiced use.
