Anyone who places sales packaging on the market is obliged to submit an annual declaration of completeness for all sales packaging.

Anyone who places sales packaging on the market is obliged to submit a declaration of completeness (DoC) by 15 May of each year for all sales packaging that they placed on the market for the first time in the previous calendar year and to deposit it with the Central Agency Packaging Register.
The declaration of completeness must be submitted by the "first distributor". These are companies that are the first to place packaged goods on the retail market in Germany, e.g. importers, bottlers, retailers' own brands. Before the declaration of completeness is filed, it must be validated by an auditor, sworn accountant or independent expert using a qualified digital signature. After filing and verification, the Central Office enters the declaration of completeness in the VE register.

The declaration of completeness includes information for sales packaging, broken down by material type: glass, paper, cardboard, carton, aluminum, tinplate, plastics, composites. Companies must submit a declaration of completeness if they annually

• more than 80 tons of glass or
• more than 50 tons of paper/paperboard/cardboard or
• more than 30 tons of aluminium/tinplate/plastic/composite packaging

are placed on the market. For quantities below this tonnage, a declaration of completeness does not have to be submitted to the Central Agency.

The declaration of completeness is an electronic declaration of the amount of packaging sold to private final consumers.
