The registration certificate Part I is issued by the registration authority on the basis of proof of EC type-approval or individual approval and after the license plate has been allocated, and is handed over to the applicant with the stamped license plates during the registration procedure. The respective driver of the motor vehicle must carry the registration certificate part I and hand it over to the responsible persons for inspection upon request. If the keeper is unable to meet his obligation to deliver or present a vehicle registration certificate, trailer registration certificate, vehicle registration document, operating license or registration certificate because the certificate, registration document, letter or proof has been lost or otherwise misplaced, he must make an affirmation in lieu of an oath as to the whereabouts of the certificate, registration document, letter or proof. The affidavit can be taken from the holder in person by a notary or at the vehicle registration authority. If the vehicle has been stolen, this must be reported to the police. The owner will then receive a theft report. If the registration certificate part I that has been lost or otherwise misplaced is found again, it must be handed in to the registration authority immediately.

Fees and expenses are charged in accordance with the scale of fees for road traffic measures and are set by the licensing authority. The amount of the fees is based on the administrative costs. Expenses incurred in connection with the official act that are not included in the administrative fee must be reimbursed. Further information on the costs can be obtained from the vehicle registration authority.
If the vehicle keeper/owner's registration certificate Part I has been stolen, this must be reported to the police. If the vehicle keeper/owner has lost or otherwise mislaid the certificate, register, letter or proof, he/she must make an affidavit as to the whereabouts of the certificate, register, letter or proof. The holder can make an affidavit on the whereabouts of the certificate, register, letter or proof in person at a notary or at the vehicle registration authority. When issuing replacement documents, the registration authority checks the information provided about the vehicle and issues the copies.
If the registration certificate Part I (vehicle registration document) has been lost or otherwise misplaced, the loss of an issued registration certificate Part I must be reported to the competent registration authority without delay. If a new registration certificate Part I is found after a lost certificate has been issued, the keeper or owner of the vehicle must return it to the competent registration authority without delay.
If a vehicle registration certificate was still issued for the vehicle, the registration certificate part I is issued as a replacement. It is not permitted to keep the new registration certificate Part I (formerly: vehicle registration document) and the old vehicle registration document together. The old vehicle registration certificate must therefore be exchanged for the new registration certificate Part II. If a new registration certificate Part I for a lost certificate is found after it has been issued, the keeper or owner of the vehicle must return it to the responsible registration authority without delay. If the driver in question does not have the registration certificate Part I or another certificate with him, he is acting in contravention of Section 11 (6) of the Vehicle Registration Regulations.
If the lost registration certificate part I is found again, it must be handed in to the registration authority immediately. The registration certificates issued since October 1, 2017 have a security cover with the note "Only remove cover for decommissioning (document only valid if undamaged)" for use with an internet-based decommissioning of the vehicle.
Paper manufacturers, printers, publishers and registration authorities must maintain object security and production control systems to prevent loss or unauthorized access during production, storage and shipping of raw materials and forms.
Check that all information is transferred correctly when the new documents are issued and report any discrepancies as soon as possible.
Please submit your application for a registration certificate part I to the registration authority of your district, the large city belonging to the district or the city belonging to the district where you have registered the vehicle. In Mecklenburg-Vorpommern, the district councils and mayors of the independent and large towns belonging to the district are responsible for the registration authority.
