1. benefits for damaged persons and their family members
Benefits from the War Victims' Welfare Fund are paid to persons whose health is impaired (so-called damaged persons) if they receive a basic pension in accordance with the Federal Pension Act or have a recognized claim to treatment in accordance with this Act.
Damaged persons also receive benefits from the War Victims' Welfare Fund for their family members if they are mainly responsible for their livelihood or were responsible for their livelihood before the injury and if they cannot cover their needs from their own income and assets.

1. recognition of a claim for benefits
As a rule, war victims' welfare benefits can only be paid if a war victims' welfare institution has recognized a claim to benefits by means of a decision.
2. indigence (economic causality)
Damaged persons or their survivors can receive benefits from the war victims' welfare if the so-called economic causality exists. This means that, as a result of the injury, the victim or his or her survivors are not in a position to cover their individual needs resulting from the injury from their income and assets and the other benefits under the BVG..
Benefits from war victims' welfare can be obtained from the welfare and main welfare offices upon prior application. A list of the main welfare offices can be found in the brochure on war victims' welfare published by the Federal Ministry of Labor and Social Affairs.
War victims' welfare supplements the care benefits (e.g. benefits for medical and health treatment or pension payments) of social compensation by providing special assistance in individual cases.
