If you are looking for a technical climate protection solution to increase energy efficiency or energy savings or to use renewable energies in an intelligent small-scale energy network, you can receive funding under certain conditions.
What is being funded?
The purpose of the funding is to reduce greenhouse gas emissions.
Funding is provided for projects that serve to sustainably reduce greenhouse gases. This can be achieved by increasing energy efficiency and developing or constructing intelligent energy systems and energy storage, provided that 30% of greenhouse gases are saved.
Funding is available for
- Feasibility studies, preliminary planning studies and preparations
- Planning of investment projects and smart coupling
- Investment projects to save energy and improve energy efficiency that go beyond the legal standard at the time the application is received
- Investment projects for the development or construction of intelligent small-scale energy systems (including smart grids and information and communication systems) and local grids for the use of renewable energies
- Demonstration projects for new solutions to save energy or reduce greenhouse gas emissions
Expenditure is eligible for funding in accordance with the additional cost principle, provided it is necessary to achieve the project objective.
Who is eligible for funding?
Beneficiaries can be
- Commercial enterprises, provided they have a business establishment in Mecklenburg-Vorpommern, including cooperatives and service companies (also known as contracting companies),
- municipal special-purpose associations, municipal institutions with legal capacity under public law and municipal state associations in Mecklenburg-Vorpommern, insofar as this funding relates to their economic activity or
- clubs, associations and foundations, as well as non-profit organizations, insofar as this funding relates to their economic activity.
The following are excluded from funding
- freelancers and companies that are eligible for funding for primary agricultural production under the applicable agricultural investment support program,
- companies that have not complied with a recovery order based on a previous Commission decision declaring aid to be unlawful and incompatible with the common market, and
- companies in difficulty under the General Block Exemption Regulation
How is funding provided?
The grant is awarded as a non-repayable subsidy in the form of pro rata financing. The amount of the grant is a maximum percentage of the eligible expenditure as specified in the funding amount fact sheets.
The fully completed and signed application form and required attachments are always required as documents relevant to the decision:
- Proof of legal form (e.g. extract from the register, not older than six months)
- Shareholders' agreement, current list of shareholders
- Beneficial owner survey form
- Declaration (including extended declaration if applicable) on existing company shareholdings
- List of individual shareholders in the case of a GbR or OHG
- Declaration by the applicant regarding companies in difficulty
- Certificate from the tax consultant regarding the existence of a business split
- Income forecast of the applicant (5 years) certified by the auditor/tax consultant
- Meaningful project description (see Section 2.9)
- Proof of ownership or right of use of the project location for the earmarking period
- (for municipal applicants, the declaration of ownership or right of use must be submitted)
- Official approvals
- Data sheet on climate protection indicators
- Expenditure estimates form in EUR (company)
- Cost estimate, quotation, cost estimate or similar
- Proof of financing and description of efforts to exhaust other funding options
- Evidence (applications, grant notifications) of funding from other public bodies
- De minimis declaration
If necessary, the result of a climate impact assessment with the components "climate neutrality" and "climate resilience" for infrastructure projects of EUR 2 million net or more or a saving of 20,000 t CO2 /year must be submitted with the application at the request of the State Funding Institute.
The granting authority reserves the right to obtain further information and documents for the purpose of deciding on the funding application and assessing the amount of funding to be granted.
Grants can be awarded on condition that
- the project is carried out in Mecklenburg-Vorpommern,
- the eligible expenditure is generally at least EUR 20,000.00 or, if it is exclusively for preliminary planning studies, planning services or energy management studies, at least EUR 2,000.00,
- the project site is owned by the applicant or the applicant can provide evidence of a right of use for the project site for at least the period of the earmarking period,
- the permits required for the implementation of the project have been obtained,
- the overall financing of the project, including the financing of subsequent expenditure, is sufficiently secured
- the project is not started before the date of the written confirmation of receipt of the application, whereby
- the beneficiary may commence the project at its own risk from the date of the written confirmation of receipt of the application by the granting authority,
- this confirmation does not, however, establish a claim to approval of the grant, either in terms of reason or amount, and there are no claims for damages against the state of Mecklenburg-Vorpommern if the application is rejected, and
- compliance with number 6 of the VV to § 44 LHO for municipal applicants in accordance with number 3.1 letter b must be observed,
- the amortization period of the project generally exceeds five years and
- the application documents have generally been submitted in full within one year; i.e. the procedure for applying for grants should be completed within one year of receipt of the application; however, if this deadline expires without success, the application must generally be rejected.
Written applications must be submitted to the approval authority before the project begins (i.e. before any supply and service contracts are concluded). Planning services do not count as the start.
In the context of funding from the European Regional Development Fund (ERDF), special regulations on the award of contracts and publicity must be observed.
The processing time depends very much on the complexity of the measure and the documents required for it on the basis of statutory regulations. The processing time can take anywhere from a few weeks to several months.
An application can be submitted in writing at any time during the funding period from 2023 to 2027 without an annual submission deadline.
A climate compatibility assessment (climate neutrality and climate resilience) must be carried out for infrastructure projects with a net investment sum of EUR 2 million or more or a saving of 20,000 t CO2 /year or more. The result for such infrastructure projects must be verified separately.
In principle, there is no entitlement to funding. The granting authority decides on the basis of dutiful discretion within the scope of the available funds.
Appeals against decisions may be lodged with the granting authority within one month of notification.

- The amount of the grant is generally up to 30 percent; in justified exceptional cases, up to 70 percent of the eligible expenditure can be subsidized.
