A certificate of competence must be provided in order to obtain a permit to breed, keep and manage dangerous dogs on a non-commercial basis.
Anyone who does not wish to breed, keep or manage dangerous dogs commercially requires a permit from the local regulatory authority.
One of the requirements for obtaining a permit is a certificate of competence for handling dangerous dogs.
In particular, the examination must demonstrate sufficient knowledge of
- the nature and behavior of dogs,
- the correct behavior of humans towards dogs and
- the most important legal regulations for handling dogs.
Proof of expertise is only required for the breed or group of dogs that are intended to be kept non-commercially.
Applicants who wish to breed dangerous dogs on a non-commercial basis must also provide evidence of sound cynological knowledge relating to the breed in question.

The permit to breed, keep and lead dangerous dogs must be applied for immediately if the dog owner has recognized that the dog is a dangerous dog or the dangerousness of the dog has been determined. This also means that the requirements for granting the permit, including proof of expertise, must be demonstrated immediately.
Proof of expertise is only required for the breed or group of dogs that are intended to be kept non-commercially. Applicants who wish to breed dangerous dogs on a non-commercial basis must also provide evidence of sound cynological knowledge relating to the breed in question. The certificates of competence must state the dog breeds or groups for which the competence has been proven.
