Live animals and products thereof that are to be brought into the EU within the EU or from a third country must meet special animal health requirements. This prevents the introduction of animal diseases into the EU or the spread of animal diseases from one EU country to another EU country. An official health certificate confirms that the animal(s) to be moved and the products thereof comply with these special health requirements. If models or forms are prescribed for certificates and these provide for alternatives, at least one of the alternatives must be certified.

The authority ensures the identity, i.e. the conformity of the animal health certificate with the animal(s) and the products thereof itself at the veterinary office or on site. An appointment can also be made by telephone.

Erforderliche Unterlagen

The Veterinary and Food Inspection Office (specialist service) responsible for the place of residence specifies the documents that must accompany the animal(s) to be moved and the products thereof.

Voraussetzungen

Intra-Community movement, import, export and transit are subject to a declaration, an authorization, presentation to the competent authority or an inspection, as well as requirements under which live animals are kept, handled or moved, dead animals or parts of animals are handled or moved, or products are obtained, handled or moved, compliance with requirements for means of transport by which the animals, their parts or the products are transported, the presentation or accompaniment of certain certificates, certain marking, approval or registration of the establishments from which live or dead animals, parts of dead animals or the products originate or to which they are moved.

Kosten

Issuing of an official veterinary health certificate for one animal, several animals (collective certificate), a herd or an area on the basis of animal disease legislation in the context of national movement (domestic movement), including movement from restricted areas, observation areas, protection or control zones and to markets, auctions and exhibitions: EUR 15.00 - 100.00

Verfahrensablauf

For import:

  • The application for the issue of a health certificate is submitted electronically in the "TRACES NT" database system.
  • An "EU login" is required to access TRACES-NT. The importer must register once for this and will be activated by the competent authority.
  • The animals are imported into Germany via a border control authorized for the import of animals.
  • All required veterinary examination and treatment certificates must be presented.

For export:

  • The exporter is obliged to comply with the laws, regulations, standards and procedural and import regulations that apply in the importing country.
  • This results in the obligation of the operator to obtain the relevant current requirements of the third country if necessary and to submit them to the certifying officer for inspection.
  • When exporting animals, the animals must be examined by an official veterinarian at the authorities or on site. Compliance with the relevant requirements for the third country must be certified.
  • Certain third countries only permit exports to their territory from establishments that are already known there through prior registration or approval and have been included in corresponding lists of registered or approved establishments.
  • Companies are subject to official listing procedures and must register with the authorities of the third country and/or be officially listed. As a rule, officially confirmed export applications must be submitted for this purpose, which in many cases must also certify compliance with the requirements specified by the third country.
  • Once the applications have been reviewed by the authorities of the third country and, if applicable, a successful on-site inspection has been carried out, the companies are approved and listed for export by the respective third country and can then export.
