If you act as a body for the testing and inspection of waste wood batches that are to be recycled, you must be notified in advance as part of the external monitoring of operators of waste wood treatment plants in the waste management sector.
Operators of treatment plants for the processing of waste wood for the production of wood-based materials are obliged to have tests and investigations on the pollutant content of waste wood carried out regularly by bodies notified by the competent authority.
If you wish to carry out these inspections, you must apply to the competent authority of the federal state to designate you as an inspection body. The notification or designation applies to the entire federal territory.
External monitoring serves to check the self-monitoring of the plant operator of a waste wood treatment plant and the tests carried out by him, including the records and results from the self-monitoring. Compliance with the limit values for mercury and polychlorinated biphenyls must also be checked.
A prerequisite for the activity of external monitoring is recognition and notification by the authority upon application. The applicant must have the necessary expertise, independence, reliability and technical equipment. This person can then carry out external monitoring in waste wood treatment plants in accordance with the requirements of the Waste Wood Ordinance (AltholzV).
The notification is issued by the competent authority of the country in which the applicant has its registered office and applies to the whole of Germany. If there is no place of business in Germany, the country in which the applicant primarily carries out the external monitoring activities is responsible. The notification may be subject to revocation, a time limit, conditions, requirements and the imposition of conditions.
Approvals issued abroad are recognized if they are equivalent.

Further documents may have to be provided after consultation with the competent authority.
- If you operate nationwide, the authority may require you to submit a valid accreditation confirming compliance with the requirements of DIN EN ISO/IEC 17025:2005 relating to the parameters and test methods.

You submit an informal application for designation as an inspection body for waste wood to the authority of the federal state in which you have your registered office. If your place of business is abroad, submit the application in the federal state in which you will primarily carry out your inspection activities.
Proceed as follows:
- Create the informal application and attach the required documents. If necessary, the authority will request further application documents.
- If you wish to attach equivalent recognitions and certificates from another member state of the European Union or another signatory state to the Agreement on the European Economic Area to the application, these documents must be submitted before commencing the activity.
The authority may request a certified German translation of foreign equivalent recognitions and certificates. - After examination by the competent authority, you will receive written notification as to whether you have been designated as an inspection body.
- The authority may attach a reservation of revocation, a time limit, conditions, requirements or the reservation of requirements to the designation.
- The notification is then made via the Research System for Measuring Bodies and Experts of the Federal States (ReSyMeSa).

The processing time depends largely on the quality of the application documents to be submitted and the time at which they are complete.
There are no deadlines.
According to Section 42a of the State Administrative Procedure Act (VwVfG M-V), an applied-for permit is deemed to have been granted after 3 months. However, this period does not begin until the complete documentation has been received. It can be reasonably extended once if this is justified due to the difficulty of the matter. The extension of the deadline must be justified and communicated in good time.
