The municipal electoral authority draws up a voters' register for each electoral district before each election. It contains the surname and first name, date of birth and home address of all eligible voters.
All eligible voters who are registered with the registration authority on the 37th day before the election (key date) for a single residence or, in the case of several residences, for the main residence in the electoral district are entered in the voters' register ex officio.

Under certain conditions, eligible voters may be entered in the electoral roll upon application. The application must be submitted in writing to the municipal electoral authority by the 23rd day before the election, stating the surname, first name, date of birth and home address.

The appeal against the decision of the municipal electoral authority on an application for entry in the electoral roll to the municipal electoral committee must be submitted to the municipal electoral authority in writing or for recording.
