The purpose of the funding is to help committed actors in their efforts to develop the rural region by providing financial support for small-scale projects. Funding is provided within the framework of a GAK regional budget.
What is supported?
Funding is available for small projects (projects with total eligible expenditure of no more than EUR 20,000.00) that serve to implement the local development strategy pursued by the local population:
- Construction projects
- Architectural and engineering services in connection with the preparation, planning and monitoring of construction measures
- Acquisitions including delivery and construction or installation
- conceptual, planning or artistic services including feasibility studies and surveys
- the organization of events including their moderation
- the acquisition or development of computer software
- the purchase of patents, licenses, copyrights or trademarks
insofar as these are not own contributions by the grant recipient.
Who is supported?
The first recipients of the grant are
- Local action groups with their own legal personality
- Local authorities or offices that have been commissioned to manage the implementation of the local development strategy as the responsible administrative and financial partner of the respective local action group.
The final recipients of the grant are
- natural persons and partnerships,
- legal entities under private law,
- legal entities under public law
The first recipient forwards the grant to the last recipient.
How is funding provided?
The grant is awarded to the first recipient as part of the project funding as partial funding in the form of a non-repayable grant or a non-repayable allocation amounting to 90 percent of the eligible expenditure. A GAK regional budget of up to EUR 200,000.00 per year per local action group is eligible for funding.
The grant is awarded to the final recipient as part of the project funding as partial funding in the form of a non-repayable grant or a non-repayable allocation amounting to 80% of the eligible expenditure, up to a maximum of EUR 16,000.00.
The documents to be submitted with the funding application are listed in the forms required for the application.
The approval authority may request the submission of further documents if this is necessary for the decision on the approval of a grant.
The initial recipient shall provide evidence that it is suitable and capable of fulfilling the tasks incumbent upon it. The proof must at least state the extent to which it has the human and material resources and the necessary knowledge to forward grants in accordance with state budget regulations in private or public law form, to manage public funds in this respect and to check their use by the final recipient. Proof is not required if the first recipient is the granting authority.
First-time recipients submit an application for funding for the following financial year to the granting authority by September 30.
The first recipient publishes the selection and application procedure to the last recipient.
Grants to final recipients are awarded by the first recipient.
The projects are selected by the Local Action Group or a selection committee appointed by it in accordance with the selection criteria set out in the respective local development strategy.
Applications for funding must be submitted by the final beneficiary to the first beneficiary before the start of the respective project. The latter approves the grant and disburses the grant on the basis of a formal payment application submitted by the grant recipient to the first recipient.
First-time recipients submit an application for funding for the following financial year to the granting authority by September 30.
