If you wish to discharge commercial/industrial wastewater into a public wastewater system or sewer system, you generally require a permit. Until the permit is issued, the authorities may allow you to discharge the wastewater beforehand.
If you wish to discharge wastewater into a public sewage system, you must apply for a permit. If you cannot or do not wish to wait until the permit has been issued, the competent authority may allow the discharge to begin early. You must apply for this.

Approval is granted if
- an application for approval has already been submitted,
- a decision in favor of the applicant can be expected,
