If you wish to discharge commercial/industrial wastewater into a public wastewater system or sewer system, you generally require a permit. Until the permit is issued, the authorities may allow you to discharge the wastewater beforehand.

If you wish to discharge wastewater into a public sewage system, you must apply for a permit. If you cannot or do not wish to wait until the permit has been issued, the competent authority may allow the discharge to begin early. You must apply for this.

Approval is granted if

• an application for approval has already been submitted,
• a decision in favor of the applicant can be expected,
• there is a public interest or a legitimate interest on the part of the applicant in the early start,
• and the applicant undertakes to compensate for all damage caused by the discharge up to the decision and, if the discharge is not approved, to restore the previous condition.

• 25 % of the fee for the final decision, but at least EUR 60

• You submit an application for approval to discharge wastewater into a public wastewater system - early start to the authority responsible for the approval.
• They will examine your application and the justified personal or public interest in an early start of the wastewater discharge.
• You submit any requested documents at a later date.
• You undertake to compensate for all damage caused by the discharge up to the decision and, if the discharge is not approved, to restore the previous condition.
• The competent authority approves the premature start of the wastewater discharge.
• You will receive a notice of approval from the competent authority and, if applicable, a fee invoice.
• If applicable, you pay the invoice.
• You can start discharging the wastewater prematurely into a public wastewater system.

The district councils and the mayors of the independent cities are responsible for performing these tasks as lower water authorities.

The State Offices for Agriculture and the Environment are responsible for issuing a permit for indirect discharges if the discharge from the downstream wastewater treatment plant is into coastal waters.

The processing time depends on the quality and scope of the applications submitted, the documents submitted, the procedure to be carried out and the processing status of the permit application.

The application must be submitted in good time, as wastewater may only be discharged into a public wastewater system if a permit has been granted or an early start has been approved.
