Do you intend to make changes to an installation requiring a permit that are relevant to an incident? Then you must first apply for a permit from the responsible authority.
Do you operate an installation that is subject to immission control licensing and constitutes an operating area or is part of an operating area, and are you planning to make changes to the installation that are relevant to incidents?
These projects can lead to a significant increase in risk being triggered by the plant as a result of the change or other requirements under immission control law can no longer be guaranteed.
Against this background, the immission control authority must review these changes.
To do this, you must submit an application for a modification permit and submit all the documents required for the assessment. The application can be made in writing or electronically.
However, approval is not required if and insofar as the obligation to maintain the appropriate safety distance is already guaranteed at the level of a spatially significant plan or measure by binding specifications.

Fees are charged for the official act. The amount is primarily based on the installation costs of the facility or the administrative costs. Further details are regulated by the Immission Control Costs Ordinance M-V.
If you wish to apply to the competent authority for an accident-relevant change to a facility requiring approval, you must first submit the application documents in full.
You can do this in writing or electronically. The competent authority will confirm receipt of the application in writing or electronically, check it for completeness and involve other specialist authorities if necessary.
If necessary, the authority will request further documents.
