If your property or construction project is located within an area contaminated with explosive ordnance, you can commission a further and thorough examination of the explosive ordnance contamination for a fee.

In good time before the start of construction, usually during the planning phase, builders must ensure that no explosive ordnance is suspected. This is achieved by issuing a clearance certificate or, if the suspicion of explosive ordnance is confirmed, by carrying out an on-site explosive ordnance survey.

During the further examination, existing historical information is evaluated and assessed in addition to carrying out a detailed aerial photo evaluation. If necessary, additional technical exploratory work is carried out on site for the creation of an explosive ordnance clearance concept. The clearance concept is the basis for commissioning an explosive ordnance clearance company if required. In addition to special features, this concept also lists the work required to ensure that the site is free of explosive ordnance.

As a result of a further examination, the munitions clearance service confirms that the site is free of explosive ordnance or certifies that it is harmless.

You should commission a further inspection if you wish to build on your property and the result of your online inspection recommends a "chargeable inspection of explosive ordnance contamination".

The further inspection is subject to a fee. For this reason, the munitions salvage service requires additional documents as proof. What these are is listed under "Required documents".

As an alternative to the further examination, you can also immediately look for an explosive ordnance clearance company and commission them to carry out exploratory and explosive ordnance clearance work. In this case, you as the building owner/property owner are also obliged to inform the munitions salvage service about the planned explosive ordnance clearance and to send it the explosive ordnance clearance company's offer of services for examination.

In all cases, the munitions salvage service supervises the munitions clearance company, takes care of the collection and removal of salvaged munitions and issues a certificate of clearance at the end.

A clearance certificate is limited to the period of validity of your building permit or is valid for three years from the date of issue.

The explosive ordnance clearance certificate is not limited in time.

Restrictions may arise in this case due to the scope and type of services commissioned, the technical investigation procedures used or new information on the effects of war.

• Completed application for the extended explosive ordnance inspection
• Proof of ownership (extract from the land register, purchase contract)
• Maps, overview plans or vector data (also possible as a pdf file by e-mail)

  • Explosive ordnance contamination (KMBA) - result of the written information on explosive ordnance contamination
  • Result of the online check

If you are submitting the application on behalf of the property owner, the following is also required

• Proof of legitimate interest (property owner, contractual relationships)

If the fee recipient differs from the person submitting the application, the following is also required:

• Power of attorney for the fee recipient

• You must demonstrate a legitimate interest
  • Examples of groups of persons who must prove a legitimate interest: Building owner, property owner, company carrying out the construction work

You can apply to the Munitionsbergungsdienst M-V for further testing using the application form online or by e-mail or post.

Add the required attachments. If you already have aerial photo evaluations, historical-genetic reconstructions or other research on explosive ordnance contamination of the requested property area, please also submit these documents.

The M-V munitions salvage service will check for explosive ordnance contamination on the plot of land you have applied for by carrying out historical and, if necessary, technical investigations on site. You will receive a clearance certificate or an explosive ordnance clearance certificate.

The time it takes to process your request varies greatly. It currently takes between 4 and 12 months before you can receive the result of a further examination.

Please note that it also takes time to clear explosive ordnance on site. You should also assume that in very few cases will you find an explosive ordnance clearance company that can start work immediately.

The explosive ordnance clearance certificate is not limited in time. In this case, restrictions may arise due to the scope and type of services commissioned, the technical investigation procedures used or new information on the effects of war.

If work is carried out at depths of existing media carriers or within existing routes (e.g. roads, paths, squares) that were created after 1945 or were fundamentally expanded and renovated after 1945, the Munitions Mining Service assumes that no explosive ordnance will be encountered during the activities to be carried out here. In these cases, you do not need to obtain any information or action from the munitions salvage service.

• Request a review of the explosive ordnance contamination
• Further examination for explosive ordnance through historical and, if necessary, technical investigation on site
• If explosive ordnance is suspected or cannot be ruled out, a precautionary exploration and explosive ordnance clearance must be carried out.
• The conclusion is documented by an explosive ordnance clearance certificate or explosive ordnance clearance.
• If there is no suspicion of explosive ordnance, a clearance certificate for the construction project is issued.
  • A clearance certificate must be obtained for the construction, alteration and change of use of building structures as well as for construction projects that do not require a permit and other measures involving soil penetration
  • The certificate of non-objection is valid for three years from the date of issue in accordance with the building permit in the case of construction projects not subject to a procedure and other ground-disturbing measures
