As the developer, you are responsible for ensuring that the building site is free of explosive ordnance. If you apply for information on explosive ordnance contamination, it will be checked whether your property or your construction project is located within a contaminated area.
In good time before the start of construction, usually during the planning phase, builders must ensure that no explosive ordnance is suspected. This is achieved by issuing a clearance certificate or, if the suspicion of explosive ordnance is confirmed, by carrying out an on-site explosive ordnance survey.
At this point, you have the option of obtaining free online information from the Mecklenburg-Vorpommern Munitions Recovery Service to check whether the presence of explosive ordnance on your property can be ruled out and confirmed by a clearance certificate or whether a further examination (including aerial photo evaluation) is recommended.
You will receive this information on the basis of data from the Mecklenburg-Vorpommern Explosive Ordnance Register.
If you are recommended to carry out a further examination, this means that the munitions salvage service has received information on possible explosive ordnance hazards (explosive ordnance contamination). This may be the case if your property is located in an area that was bombed during the war. This does not immediately pose a danger. The suspicion of explosive ordnance must only be dispelled or an explosive ordnance clearance certificate must be presented if you change the condition of your property. This includes, for example, the construction, alteration or change of use of buildings, construction projects not subject to a procedure and other measures involving soil penetration.
A clearance certificate is limited to the period of validity of your building permit. In the case of construction projects not subject to procedures and other ground-engaging measures, the clearance certificate is valid for three years from the date of issue.
If it is known that the area of land you have commissioned is contaminated with munitions, you should immediately commission a further inspection.

If the result of the online information does not confirm the suspicion of explosive ordnance, you can download this online information with the clearance immediately afterwards.
If the result of the online information recommends a further examination in order to have the suspicion of explosive ordnance on the property checked, you can order this examination directly afterwards for a fee.

- Completed application for information on the explosive ordnance contamination
- Proof of ownership (extract from the land register, purchase contract)
- Maps, general plans or vector data
If you are submitting the application on behalf of the owner of the property, the following is also required
- Proof of legitimate interest (power of attorney from the owner of the property, contractual relationships)
If the fee recipient differs from the person submitting the application, the following is also required:
- Power of attorney for the fee recipient

You can immediately apply online for explosive ordnance information from the Munitionsbergungsdienst M-V. Alternatively, you can request the information by e-mail or post from the relevant authority, i.e.
- either to the M-V Munitions Mining Service of the Mecklenburg-Vorpommern State Office for Central Tasks and Technology of the Police, Fire and Disaster Protection (LPBK M-V) or
- the local regulatory authority.
If documents are missing or unclear, the competent authority will ask you to submit the amended documents. The competent authority will check your requested property area for explosive ordnance contamination in the explosive ordnance register. You will receive a clearance certificate or a recommendation for further examination.
If work is carried out at depths of existing media carriers or within existing routes (e.g. roads, paths, squares) that were created after 1945 or were fundamentally expanded and renovated after 1945, the Munitions Mining Service assumes that no explosive ordnance will be encountered during the activities to be carried out here. In these cases, you do not need to obtain any information or action from the munitions salvage service.
