The state of Mecklenburg-Vorpommern grants subsidies to stabilize the housing market through demolition in geographically defined assisted areas.
The federal and state urban development funding program "Growth and sustainable renewal - demolition of housing" is intended to support municipalities, the housing industry and private and other homeowners in the elimination of vacant housing and its consequences.

The grants are awarded for the demolition of vacant apartments in residential buildings or parts of residential buildings that are permanently no longer needed.
According to the demolition guidelines, overall measures (consisting of individual demolition measures) based on urban development concepts in defined areas are eligible for funding. The following are eligible for spatial definition
- Urban redevelopment areas in accordance with Section 171b of the German Building Code (BauGB),
- Redevelopment areas according to § 142 BauGB,
- Urban development areas in accordance with Section 165 BauGB.
The individual demolition measures are planned and carried out by the homeowners (housing associations, housing cooperatives, private homeowners). Funding is only granted if the demolition projects comply with the respective municipal urban development concepts or, in the case of smaller municipalities in which fewer than 100 apartments are to be demolished, the rough concepts.
The "Demolition" funding program is implemented in two sections.

Section I - Program design
Funding is provided for the demolition measures planned by the city / municipality as an overall measure. The overall measure consists of individual measures. Individual measures are the demolition measures planned by the apartment owners.
The program is drawn up in two stages.
First stage: apartment owners - city / municipality
The apartment owners submit an application (to the city/municipality) for their demolition project (individual measure) to be included in the overall measure to be funded by the municipality.
The city / municipality examines the individual applications and decides in accordance with its municipal and development planning requirements. Following a positive decision, the city / municipality concludes a basic agreement (Annex 1 of the Demolition Guidelines) with the respective homeowner. The basic agreement must be submitted to the LFI at the latest with the application for approval.
Second stage: Municipality - the ministry responsible for construction
The city / municipality applies (Annex 2 of the Demolition Guidelines) to the Ministry responsible for construction for inclusion of the overall measure with the selected demolition projects (individual measures) in the annual demolition funding program. The respective applications must be submitted in duplicate by October 15 of each year. There is no special request for applications.
The Ministry responsible for construction decides on the inclusion of the overall measure in the demolition funding program and informs the city / municipality of the result. After the application documents have been checked, the town/municipality will receive a grant notification for the overall measure from the granting authority, the Mecklenburg-Vorpommern State Funding Institute (LFI).
Section II - Program implementation
The relevant homeowners will be informed by the city / municipality that their demolition project (individual measure) has been included in the state's demolition funding program.
The city/municipality sends the application for approval of the individual measure (Annex 4 of the Demolition Guidelines) submitted by the homeowner to the LFI for review.
The LFI examines the application documents and, following a positive examination result, sends the city / municipality the funding approval for the individual measure. The homeowner receives the approval for information purposes.
On the basis of the basic agreement of the LFI's funding approval for the individual measure, the city / municipality and the respective apartment owners conclude a funding agreement (Annex 5 of the Demolition Guidelines), the implementation of which is the responsibility of the LFI.
Once the demolition measure has been carried out, the city / municipality submits an application to the LFI for payment of the grant. Once the proof of use has been checked, the LFI pays the approved grant directly to the homeowner.
The respective applications must be submitted in duplicate by October 15 of each year. There is no special request to submit an application.
Together with the application for funding for the overall measure, the city / municipality must enter and release accompanying information on the federal / state program in electronically recorded form in the system provided by the federal government. The required login data will be created after the application has been reviewed by the ministry responsible for construction.
