Official recognition of experts according to § 1 ThürWesenstestVO for the acceptance of character tests of dogs according to §§ 8 and 9 ThürTierGefG

Anyone wishing to carry out temperament tests in accordance with Sections 8 and 9 of the Thuringian Act for the Protection of the Public from Animal Dangers of 22 June 2011 (GVBl. page 93), as amended (ThürTierGefG), on dogs whose behavior is suspected of posing a potential threat to public safety requires official recognition as a competent person/expert by the Thuringian State Office of Administration in agreement with the State Office of Consumer Protection. After recognition, the competent person/expert is entered in a list maintained by the Thuringian State Office of Administration for the Free State of Thuringia (Section 1 of the Thuringian Wesenstestverordnung of January 19, 2012, GVBl. page 72, as amended).

• Civil servant or practicing veterinarian or
• appointed trainers for dogs in the service, rescue, therapy, guide dog for the blind or
• assistance dogs for the disabled or
• special suitability due to many years of experience in handling dogs
• Equivalent recognition in another EU country or another federal state

expense-related; appointment fees of approx. 50.00 euros.

To obtain official recognition, an application must be submitted to the Thuringian State Office of Administration.

Before taking up their duties, the qualified person must take part in a training course on the uniform application of the character test at the Thuringian State Administration Office (§ 1 Para. 2 ThürWesenstestVO in conjunction with § 1 Para. 3 of the Thuringian Qualification Test Ordinance of January 19, 2012, GVBl. page 49, as amended - ThürSachkundePrüfVO -). In accordance with Section 1 of the Obligations Act, the competent person must be obliged to conscientiously fulfill their duties. They must regularly attend further training events - at least one subject-specific further training event within two years - and must prove this to the Thuringian State Administration Office with suitable documents (§ 1 Para. 2 ThürWesenstestVO in conjunction with § 1 Para. 3 Sentences 3 to 5 ThürSachkundePrüfVO).
