The real estate cadastre is an official register of real estate (parcels of land and buildings) for the entire state territory and provides complete and comprehensive information. The establishment and maintenance of the real estate cadastre is a sovereign state task and is carried out by the cadastral divisions of the Thuringian State Office for Land Management and Geoinformation (TLBG). The real estate cadastre combines the previously separate real estate registers (descriptive part) and real estate maps (illustrative part) in a geo-base information system (also known as ALKIS).
In Thuringia, the real estate register contains, among other things, information on
- Territorial affiliation,
- location,
- area,
- actual use with type of actual use and area,
- buildings,
- continuation certificate(s),
- public-law stipulations
- Booking (booking type, booking office in the land register) and
- ownership.
Booking and ownership details are taken from the land register for information purposes.
As a property owner, you need extracts, information and certificates relating to your property for numerous purposes (building projects, bank loans, division of property, sale of property, etc.). For this purpose, you can also apply for an extract from the property register with the details of the descriptive part of the property register.
In the event that the applicant is not also the owner of the property:
- Beneficial owner:
informal, non-formal proof of right of use (heritable building right, tenant, etc.).)
- Other legitimate interest:
informal, non-formal proof of legitimate interest (lender, creditor, landowner, etc.)
- Authorized representative of the above-mentioned group of persons:

In the event that the applicant is not the debtor at the same time:

The service Extract from the property register is subject to data protection (personal data) and can only be requested by persons or bodies with a legitimate interest, such as
- Property owners,
- authorized users,
- persons with other legitimate interests.
Parcel certificates can be provided free of charge using the "Real Estate Cadastre Information System" application (see link below).
When applying to a competent authority, the following fee rates apply in accordance with the Thuringian Schedule of Administrative Costs for Official Surveying (ThürVwKostOVerm):
- Fee: € 10.00 per parcel certificate as well as parcel and owner certificate, but at least € 19.00 plus VAT.
- Fee: € 20.00 per inventory certificate, plus VAT.
- per additional copy plus 20% of the fee for the first copy, plus VAT
- 7.50 per certification plus VAT.
The extract from the property register can be
- in writing (by letter / fax),
- by e-mail,
- by telephone,
- via the online store of the Thuringian State Office for Land Management and Geoinformation (TLBG) or
- via the digital application procedure (responsibility finder)
can be applied for.
Official extracts from the property register may only be created, issued and reproduced by the cadastral divisions of the TLBG and by the publicly appointed surveyors (ÖbVI), municipalities or districts of the Free State of Thuringia participating in the automated retrieval procedure. The following information is essential for processing the application:
- Details of the requested parcel (district, parcel, parcel number, postal address),
- certified or not certified,
- Details of the applicant and the assumption of costs.
The extract from the property register will be sent in analog form or provided digitally in a data protection-compliant format.
There is no deadline for using the web service, which is available at any time.
The processing time for written or verbal applications is three working days.

As no administrative act is issued, no legal remedy is possible.
No revocation is possible as these are custom-made products (see notes).
Notes: In the case of custom-made products (order of a customized product), there is no right of withdrawal for online purchases (see judgment of Düsseldorf Regional Court - file number: 23 S 111/13 U - dated 12.02.2014).
