2. Distributors of additives in accordance with Chapter 1 of Annex IV to Regulation (EC) No. 183/2005

• Feed businesses carrying out the following activity (Art. 10 No. 1 letter b Regulation (EC) No. 183/2005):

1. Manufacturers and/or distributors of premixtures with additives (vitamins A, D; trace elements Cu, Se; coccidiostats, histomonostats)
2. Manufacture of compound feedingstuffs for particular nutritional purposes (high concentrates, vitamins A, D; trace elements Cu, Se) in conjunction with Article 8(2) of Regulation (EC) No 767/2009

• Feed businesses carrying out the following activities (Article 10 No. 1 lit. c Regulation (EC) No. 183/2005):

1. Manufacture of compound feedingstuffs for placing on the market or for own use using coccidiostats or histomonostats or premixtures containing these additives

• Feed business operator (Art. 10 No. 3 in conjunction with Annex II Section "Facilities and equipment" No. 10 "Establishments") Regulation (EC) No. 183/2005) which carry out one or more of the following activities in order to place the resulting products on the market for use in feed:

1. Processing of crude vegetable oils, excluding establishments falling within the scope of Regulation (EC) No 852/2004
2. Oleochemical production of fatty acids
3. Production of biodiesel
4. Mixing of fats

• Feed business operators (Art. 10 No. 3Regulation (EC) No. 183/2005 in conjunction with Regulation (EC) No. 767/2009 Annex VIII No. 1 sentence 2) carry out the following activity:

1. Establishments that detoxifyfeed in accordance with the provisions of Regulation (EU) No. 2015/786

• Livestock farmers with activities pursuant to Art. 5 para. 2 in conjunction with Art. 10 no. 1 lit. cRegulation (EC) No. 183/2005 carry out the following activity:

1. Finishing establishments with or without their own feed production which produce compound feedingstuffs for their own livestock using coccidiostats or histomonostats or premixtures containing these additives.

The competent authority grants approval for this after inspection.

According to Regulation (EC) No. 183/2005:

• Annex I: Requirements for feed businesses at the stage of primary feed production referred to in Article 5(1)
• Annex II: Requirements for feed businesses that are not at the stage of primary feed production referred to in Article 5(1)

In addition:

• Fully completed application from the Thuringian State Office for Agriculture and Rural Areas (TLLLR)

Fees are charged for approvals in accordance with the Thuringian General Administrative Cost Regulations (ThürAllgVwKostO) and the Thuringian Administrative Cost Regulations for the Ministry of Infrastructure and Agriculture (ThürVwKostOMIL).

The following fees are charged:

• For approval in accordance with Art. 10 of Regulation (EC) No. 183/2005:
  • 100,- Euro for an annual production up to and including 5 000 tons according to No. 5.4.26.1.1 Annex 1 to § 1 ThürVwKostOMIL
  • 150,- Euro for an annual production of more than 5 000 t up to and including 10 000 t in accordance with No. 5.4.26.1.2 Annex 1 to § 1 ThürVwKostOMIL
  • 250,- Euro for annual production over 10 000 t up to and including 50 000 t in accordance with No. 4.26.1.3 Annex 1 to § 1 ThürVwKostOMIL
  • 350,- Euro for an annual production over 50 000 tons according to No. 5.4.26.1.4 Annex 1 to § 1 ThürVwKostOMIL
• For approval in accordance with § 18 of the Feedstuffs Ordinance (FuttMV):
  • 70,- Euro per notification according to No. 5.4.26.1.5 Annex 1 to § 1 ThürVwKostOMIL

The completed form is submitted to the Feed Department of the Thuringian State Office for Agriculture and Rural Areas (TLLLR), Department 21, by e-mail or post. It is also possible to complete the application form at the TLLLR site in Jena by prior appointment. The application will then be checked and, if it is complete, the applicant will be registered.

In the event of approval, an on-site inspection will be carried out. If you meet all legal requirements, you will receive approval.

The processing time is 2 to 4 weeks if you fulfill the legal requirements.

The application must be submitted separately for each company and each operating site of the company that is active in a manufacturing, processing, storage, transportation or distribution stage.

Appeals may be lodged against decisions within one month of their notification. The objection must be submitted to the Thuringian State Office for Agriculture and Rural Areas (TLLLR) in writing or for the record.
