Do you transport passengers commercially with your rental car business? If your permit expires, you can apply to the relevant transport authority to have it reissued.

You require a permit for the commercial transportation of passengers in a rental car. You can submit a corresponding application to the relevant transport authority.
Before the temporary permit expires, you can apply to the competent transport authority for the permit to be reissued.
There can then be a seamless transition of the approved rental car operation on the basis of a new, again temporary permit.

• Application for reissue of the rental car permit (surname, first name of the applicant; place of residence and business; in the case of natural persons, date and place of birth; number of vehicles, vehicle type, capacity of the vehicles to be used)
• Equity certificate / additional certificate (form in accordance with Section 2 (2) No. 2 / Section 2 (3) of the Professional Access Ordinance for Road Passenger Transport -PBZugV), not older than 3 months
• Clearance certificate from the tax office, the municipality, the social insurance institution and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / transport management)
• Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) BZRG
• Extract from the central trade register in accordance with Section 150 (5) GewO (for companies)
• Extract from the driving aptitude register (FAER)

General documents:

• Vehicle list
• Proof of liability insurance for rental cars including risk identification number (WKZ)
• Proof of installation of an alarm system or exemption permit according to § 25 BOKraft
• Proof of installation of a odometer and calibration report or exemption permit according to § 30 BOKraft
• Submission of HU report including BOKraft

• The applicant is or was already in possession of a rental car permit as an entrepreneur.
• The safety and efficiency of the company are guaranteed.
• There is no evidence that the applicant is unreliable as an entrepreneur or that the person appointed to manage the business is unreliable.
• The applicant as entrepreneur or the person appointed to manage the business is professionally qualified.
• The applicant and the entrepreneurs appointed by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
• The repeated granting of the permit is limited to a period of up to 5 years.

Legal entities under public law are deemed to have fulfilled the requirements.

Proceed as follows to obtain a reissue of the permit for the commercial transportation of passengers by rental car:

• Submit a corresponding application to the transport authority responsible for you and enclose all the necessary documents with the application.
• The authority will process your application and carry out the necessary hearing procedures.
• You will receive a notification of the decision to reissue the rental car permit. If applicable, you will receive the permit certificate.

The processing time may vary between the competent transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional requests for documents are necessary.

Deadlines only start to run when an application is ready for a decision. If your application is complete, a decision will be made within 3 months. The deadline can be extended by 3 months if necessary.

Vehicles that are used exclusively to transport the sick and disabled and are registered and used within the Free State of Thuringia are subject to the general decree of the Thuringian State Administration Office. They are exempt from the obligation to install a distance counter and from the obligation to be equipped with an alarm system as defined by the BOKraft.

Please pay particular attention to point 4 of the general ruling "Obligations to register and carry".

If your vehicle is not subject to the general ruling, you can apply for an exemption via your local traffic authority.
