To apply for a transfer, applicants must appear in person at the driving license authority.

• Application form (issued by the driving license authority)
• Photo ID (identity card or passport (if passport is presented: enclose a current registration certificate from the registration office responsible for the main place of residence))
• Current driver's license
• Photo, 45 x 35 mm in portrait format and without border (so-called biometric passport photo) - frontal shot, without headgear and without covering the eyes

If the driver's license was issued by an authority in another district/city, it is advisable to enclose an extract (officially certified) from this authority to speed up the administrative procedure.

Due to the 3rd EU Driving License Directive, all driving licenses issued before January 19, 2013 must be exchanged for the new EU driving license by 2033.

Staggered deadlines apply in Germany for the exchange of driving licenses. The final deadline is January 19, 2033, but depending on the year of birth or year of issue, the obligation to exchange may apply earlier. In view of the many millions of driving license holders, the staggered deadlines are intended to avoid overloading the authorities and long waiting times.
