If you wish to practise your profession as a veterinarian in Thuringia, or if you do not practise the profession but have your usual place of residence there, you can use other designations in addition to your professional title which indicate special knowledge in a particular professional field (specialist veterinarian designation) or additional knowledge acquired in another field (additional designation). Obtaining and using these further training designations is regulated in the Thuringian Health Professions Act (ThürHeilBG) and in the further training regulations of the Thuringian State Chamber of Veterinarians. You may only use a further training designation if you have received recognition from the Thuringian State Chamber of Veterinarians upon application. Recognition granted by another chamber of veterinarians in Germany to use a designation within the meaning of § 24 ThürHeilBG is also valid in Thuringia.

Nationals of a Member State of the EU who hold a subject-related diploma, a subject-related examination certificate or other proof of further professional training that is mutually recognized or is equivalent to such recognition on the basis of acquired rights in accordance with Directive 2005/36/EC shall receive the corresponding recognition in accordance with Section 26 (1) sentence 1 ThürHeilBG upon application. If the requirements for mutual automatic recognition or equivalence are not met, recognition will be granted upon application if proof is provided to the State Chamber of Veterinary Surgeons that the evidence of further training meets the requirements for the corresponding further training in Thuringia or is equivalent.

The "Diplomate" qualification acquired at the European and American Colleges is recognized as equivalent further training upon presentation of the certificate.

The above regulations also apply to nationals of other signatory states to the Agreement on the European Economic Area and of states to which the member states of the EU have granted a corresponding legal entitlement. The same applies to nationals of third countries, insofar as this is stipulated accordingly in the further training regulations of the State Chamber of Veterinary Surgeons.

Erforderliche Unterlagen

You can obtain information on the documents to be enclosed with the application from the Thuringia State Chamber of Veterinary Surgeons. At least the following documents are required with your application:

  • Proof of citizenship,
  • your license to practice medicine or your permit in accordance with § 2 Para. 2 of the Federal Veterinary Regulations,
  • the further training certificates you have acquired,
  • any certificate of relevant professional experience you have acquired,
  • Proof of the content of the further training in the form of the relevant further training regulations or in another suitable manner, if this shows the content and duration of the further training to obtain the further training certificate,
  • any other certificates of qualification required to establish equivalence.

The documents must be submitted in the form of certified copies, unless the State Chamber of Veterinarians permits a different form. Translations of foreign-language documents must be submitted in German and prepared by a publicly appointed or sworn interpreter or translator. The State Chamber of Veterinary Surgeons may permit a different form for certain documents.

Documents issued in a member state of the European Union or in another state party to the Agreement on the European Economic Area may also be submitted electronically as of January 18, 2016. In the event of reasonable doubt as to the authenticity of the documents submitted and where absolutely necessary, the State Chamber of Veterinary Surgeons may also request the submission of certified copies in this case.

The application for recognition must also be accompanied by a declaration as to whether you have already submitted a corresponding application in another federal state and, if so, with what result.

Voraussetzungen

In addition to successfully completing further training, you must have a license to practice as a veterinarian or a permit to temporarily practice as a veterinarian. The Thuringian State Office for Consumer Protection is responsible for issuing the license or permit.

Kosten

A fee range of EUR 50 to 160 has been set for processing an application for recognition of a territorial or additional designation and a fee of EUR 50 for awarding and issuing the certificate. An additional fee of EUR 20 to 100 may be charged if the applicant is responsible for the increased time required.

This does not include costs for any necessary aptitude test or a specialist veterinary examination to be passed in the event of completion of further training in Thuringia.

Verfahrensablauf

You must submit the application for recognition of your specialist veterinarian or additional designation in writing/electronically to the competent authority. The competent body will confirm receipt of the submitted documents within one month and, if necessary, inform you which documents are missing. The competent body may ask you to submit further information on the content and duration of your further training within a reasonable period of time, insofar as this is necessary to assess equivalence.

If the equivalence of further training cannot be determined due to significant differences, the competent body may decide to impose compensatory measures (adaptation course or aptitude test). It will also check whether the differences are fully or partially compensated for by relevant proven professional veterinary practice.

Upon successful completion of the recognition procedure, you will receive a certificate of the right to use a specialist veterinary or additional title.

Bearbeitungsdauer

The procedure for the examination of your application must be completed no later than four months after submission of the complete documents if you have obtained your training certificate in an EU Member State or a state party to the Agreement on the European Economic Area or in a state treated as such by agreement.

Frist

You must apply for recognition before using a continuing education designation.

Partial access
For applicants who have a certificate of further training that entitles them to use a specialist veterinarian or additional title in their country of origin and which is limited to a part that is part of a further training title (specialist veterinarian or additional title) in Germany/Thuringia, the Thuringia State Chamber of Veterinarians will check on a case-by-case basis in accordance with Section 30 (8b) ThürHeilBG whether partial access is possible in relation to the activities covered by a further training title in accordance with the further training regulations of the Thuringia State Chamber of Veterinarians. In this case, the State Chamber of Veterinarians will contact the applicant.

Rechtsbehelf

You have the right to appeal against the decision of the State Chamber of Veterinary Surgeons on your application or against a decision that was not made on time in accordance with the Administrative Court Code (objection procedure, if necessary legal action).
