If you want to set up gaming machines with the possibility of winning commercially, you need a permit from the competent authority.

For the installation and operation of gaming devices that

• are equipped with a technical device that influences the outcome of the game, and which
• offer the possibility of winning,

you require a permit.

With a permit to set up such gaming machines with the possibility of winning, you can set up gaming machines anywhere in Germany. Each installation site must be individually approved by the competent authority. Gambling machines may only be set up if you have all the necessary permits.

• Certificate in tax matters (tax clearance certificate) from the tax office (to be applied for at the tax office in your place of residence)
  
• Identity card or passport with a current registration certificate
  (for representation with written power of attorney: identity card or passport of the authorized representative, as well as a copy of the identity card of the principal)
  
• Certificate of good conduct in document type OG (for submission to an authority)
  (to be applied for at the local registration office responsible for your place of residence)

• Information from the insolvency court as to whether proceedings have been opened
  (to be applied for at the local court of your place of residence)

• Information from the central trade register in document type 9
  

• Completed application form

• Certificate of instruction in player and youth protection:
  with a certificate from the Chamber of Industry and Commerce, you must prove that you have been instructed in the knowledge required to exercise the trade.

• Social concept of a publicly recognized institution:
  The social concept describes the measures to be taken to prevent the socially harmful effects of gambling.

• Extract from the commercial register or, in the case of legal entities still in the process of being established, the certificate of incorporation and partnership agreement

• You have the necessary reliability. This is checked by the authorities when the application is submitted.
• The design of the gaming devices has been approved by the Physikalisch-Technische Bundesanstalt.
• The installation site complies with the implementing regulations of the Industrial Code.

The competent authority may impose conditions at any time, both on you and on the trader in whose business the gaming device is installed.

Depending on the case, the fee is 250.00 to 1,000.00 euros.

• You must first obtain all the necessary documents and submit them to the authorities with the written application.
• The authority will check your commercial reliability
• If all requirements are met, you will receive the permit with a fee notice.

• If you want to set up gaming machines with the possibility of winning on a commercial basis, you need a permit in accordance with Section 33c of the Trade, Commerce and Industry Regulation Act (Gewerbeordnung)
• Certain requirements must be met.
• Fees apply.
