Due to the tight housing market situation at locations of state and state-recognized universities in Rhineland-Palatinate and the continuing high demand for student housing and the sometimes very high cost burden for trainees, the state of Rhineland-Palatinate, together with the Investitions- und Strukturbank Rheinland-Pfalz (ISB), offers funding for housing for students and trainees within the framework of social rental housing promotion on the basis of the State Housing Promotion Act (LWoFG) in order to improve the housing supply for students and trainees.
The promotion of housing for "young living" (student and trainee residences) is aimed at interested parties who are prepared to provide rental accommodation to students and trainees on low incomes.
For all rental housing subsidy programs offered here, the recipient assumes obligations in return for the subsidy funds, in particular occupancy and rent commitments. They undertake to rent only to households that meet the specified income limits and not to charge more than the agreed rent, which is regularly below the market rent level.
Funding is granted for individual projects on the basis of the published funding programs, which conclusively define the funding requirements and conditions, by means of funding commitments in accordance with the available budget funds. Recipients of funding can be both domestic and foreign investors (e.g. companies, private individuals). Funding is available on equal terms to anyone who builds a project described in the funding programs or provides existing housing and complies with the required occupancy and rental commitments.
The funding decision (funding approval) determines in particular the purpose of the funding, the amount and type of use of the grants as well as the type and duration of the occupancy and rental commitments to be observed by the funding recipient.

For certain ISB development programs (development loans), one-off repayment subsidies are granted in addition to low-interest loans. Repayment subsidies are provided, for example, for the construction, acquisition or modernization of owner-occupied or rented housing.
Repayment grants reduce the subsidized loans at the time repayment begins, so that interest and repayment are only payable on the reduced amount.
Depending on the type of loan, repayment subsidies amount to between 5% and 50% of the ISB loan.
The application for a repayment grant must be submitted together with the application for the ISB loan.
